The Captain of the First Rank and former number two of the Naval Force, Artur Meçollari has published a facsimile of his report made to SPAK, against some of the highest officials of the Albanian Army when it was led by Bajram Begaj.

Among the persons reported is the current President of the Republic, who at the time when the abuse of the army's property took place (according to the report) was Chief of the General Staff.

" Why does the President not inform the public that he was interrogated twice by SPAK? After being a person under investigation for investigation file no. 109/2021", asks captain Artur Meçollari, indicating that his report is related to the construction of a 4-storey building at the Shengjin naval base.

"In any democratic country, when the Head of State is questioned, regardless of status, is questioned by the investigative institution, informing the public is an obligation. Of course, many data may not be given, in order to maintain investigative secrecy, but the fact that it was asked, for what matter under investigation and what was its status, are obligations to make known to the public.

The investigation file, which was reported by me, was registered in April 2021 with no. 109, that is, almost 3 years ago. Of the three persons reported, one is the former Chief of the General Staff of the FA, Major General Bajram Begaj, today the President. It is about the construction of a 4-story building at the Shengjin naval base, a property in the Deployment and Expansion Plan ," he continues.
