The financial cost of voting for a citizen of Elbasan, Vora, or Kamza, the three municipalities where electronic voting will take place, will be many times higher than that of the rest of the Albanians.
Referring to the participation data in the 2015 elections, there are almost 136 thousand voters in the three municipalities. 72 thousand are in Elbasan, Kamza has 48 thousand and Vora another 16 thousand.
The fund made available by the Central Election Commission only for electronic voting is about 17 million euros. If we divide this figure by the number of voters in the 2015 elections in these three municipalities, it turns out that one vote will cost 125 euros.
For electronic voting, Estonia is taken as an example. But the same process will cost Albania 100 times more expensive in the cheapest Estonian variant and 100 times more expensive in the most expensive variant in Estonia.
A 2018 Estonian academy study concluded that the cost of electronic voting would range from 2 euros to 20 euros per vote. The cost of voting in the centers set up by the election administration was estimated at 2 euros, while the cost of electronic voting through a system that citizens could access from home was 20 euros.
Meanwhile, the total cost of the elections in Albania is expected to exceed 30 million euros. For weeks, the CEC has opened a series of tenders for the May 14 process, where most of them are through direct negotiation, where most of the funds have benefited the Dutch company Smartmatic, the same one that implemented the pilot project of electronic voting in unit number 10 in Tirana in the parliamentary elections of 2021.
