The Parliamentary Group of the Democratic Party has today filed an official request to the Parliament of Albania, requesting the declaration of invalidity of the plenary session of September 18, 2025, in which the draft decision "On the approval of the political program and composition of the Council of Ministers" was put to a vote.
According to the DP, the procedure followed in the session was in clear violation of the Constitution and the Rules of Procedure of the Assembly, excluding the opposition from the parliamentary debate and avoiding the constitutional obligation for the Prime Minister to present the program.
In the document signed by the group's leader, Gazment Bardhi, it is alleged that the Prime Minister interrupted his speech to pass it on to the "virtual minister Diella", calling this act an "act of cowardice" and a form of propaganda that undermines the seriousness of a constitutional act. The opposition further accuses that it was not given the floor on a matter of procedure, in violation of Article 49 of the Rules of Procedure, and that the session was closed unilaterally without conducting the discussion provided for in Article 110.
"The Prime Minister refused to present the political program in full;
Deputies were prevented from asking questions or participating in the debate;
The rights of speech guaranteed to every MP and parliamentary group leader were violated;
The voting process was conducted in violation of Article 97 of the Constitution and the Rules of Procedure of the Assembly.
In the request to the Assembly, the Democratic Party requests the cancellation of the vote held on 18.09.2025 on the political program and composition of the Council of Ministers; The re-convening of the plenary session, with the same agenda, but with full adherence to parliamentary procedures and the avoidance of any provocation and propaganda, respecting the rules and maintaining the institutional seriousness of the Assembly.
"The DP warns that it will continue to defend its parliamentary rights and demand respect for the Constitution, while calling on the Speaker of the Assembly not to become a party to, as it calls it, the transformation of the plenary hall into a "puppet theater" by the Prime Minister," it says, among other things.
