Prime Minister Edi Rama said during a meeting with Tirana Municipality employees that the opposition, which he describes as a "swamp", when they see buildings and towers "think money, when they see roads they think theft, when they see parks they think corruption and when they see beauty they feel hatred."

Rama took as an example the constructions that were demolished in Lana when he was mayor, where he emphasized that he forced the builders to pay for the demolition and cleaning of the city, because otherwise they would not have received a permit.

Here he also ironized the intensive investigations that he said were being conducted, stating that he is ready to surrender because he has done so several times.

"Those buildings that were demolished in Lana, do you know how they were demolished and how a quantity of rubble that took up the volume of 138 thousand tons of concrete was cleaned? They were demolished with corruption. I committed corruption. I called the builders to the office, here, and I said to them, did you give any money for the building permits? They looked like they were saying how things are. Answer me, did you give any money for the building permits? Do you call me stupid, I told them, that you get permits and don't give anything?! Then, I said, the time has come for you to pay the bribe to the citizens of Tirana. I divided the Lana segment into pieces, I told them, take your bulldozers, take your workers, take your oil, go, demolish and clean it, because otherwise you will not get any more building permits. And in the logical line of a series of intensive investigations, I am ready to surrender to justice. I have done this and I have not done it once, I have done it many times. "But those who yesterday looked at percentages for building permits in every new building and when I told them there is no son of a bitch and no son of a bitch who would come out and tell me that he gave me money, they also brought out a man who has apologized to me about 34 times so far, and I have forgiven him 38 times, but he continues to apologize. Even when they see towers, they think the same thing, only what percentage is taken from these building permits," said Rama.

Prime Minister Rama said that with the construction tax implemented since 2016, revenues multiplied by hundreds in 2024.

"With the snoring tax and the 'excellent experts', the municipality collected 930 thousand euros per year. They know the share of the share, I don't. I know the share that the municipality received. When, on Erion's proposal, the tax was increased in 2016, it started in 2016, 10 times, not 900 thousand, 9 million euros. In 2024, 157 times were collected, that is, 146 million euros from the construction tax alone. To those who say we don't want towers, we don't want concrete, we don't want palaces, I say to them, do you want roads? Do you want new blocks? Do you want kindergartens? Do you want schools? Do you want buses? Do you want student cards? What are these things done with? By growing grass in "Skënderbej" Square? Where did we start, from that hell, from that madness that they called a city," said Rama.
