The Albanian Parliament has presented a draft decision to establish a Special Parliamentary Committee on Electoral Reform, which will be tasked with drafting legal amendments and addressing recommendations from the OSCE/ODIHR and other international institutions.

According to the official document, the commission will focus on drafting legal amendments for electoral reform, reviewing OSCE/ODIHR recommendations for the local elections of May 14, 2023 and the parliamentary elections of May 11, 2025, as well as for previous elections that have not been addressed, evaluating proposals from electoral institutions, parliamentary political parties and non-profit organizations, and drafting a new law on the financing of political parties.

The Commission will be established on the principle of equality between the ruling party and the opposition, with 16 members, 7 from the Socialist Party, 7 from the Democratic Party and 2 from parties that won at least two mandates in the parliamentary elections of May 11, 2025.

The committee will be headed by two co-chairs, one from the SP and one from the DP.

A group of technical experts will also be established alongside the commission, while representatives of the OSCE, OSCE/ODIHR, the Council of Europe, the Venice Commission, as well as experts from the European Union and the United States of America will participate in the process in an advisory role.
