Today, the Socialist Party parliamentary group will hold a meeting to read the report of 5 SP members in the Mandates Council regarding SPAK's request for authorization to arrest former Deputy Prime Minister Belinda Balluku.
The drafting of the report has been entrusted to the chairman of the Laws Committee, Ulsi Manja. Taulant Balla has requested that all deputies be present, and Balluku will not be absent either.
At the same time, Prime Minister Rama will deliver a speech, but it is not known whether the former Minister of Infrastructure and Energy herself will speak.
Despite being reserved about expressing their position publicly, the Socialists have hinted that with her removal from office, there is no reason to issue an arrest warrant. This position was also held by Prime Minister Edi Rama in the meeting with the parliamentary group and ministers, when he announced the changes in the government and the removal of Balluk from office due to the suspension measure imposed by the GJKKO, which remained in force after the Constitutional Court failed to come up with a decision.
In fact, the members of the Constitutional Court unanimously assessed that the minister does not benefit from the exceptions of Article 242 of the Criminal Procedure Code for the measure of suspension. But they were divided on how this should be done, whether or not the permission of the Albanian Parliament should be sought for the suspension of ministers.
Immediately afterwards, the majority rushed to propose an amendment to Article 242/2 of the Criminal Procedure Code, including a ban on suspension for members of the government, the president, and heads of independent institutions.
The plenary session of March 12 will decide the fate of Belinda Balluku. The DP has now published the full report, making clear its support for SPAK's request. Former Deputy Prime Minister Belinda Balluku has been taken to court by SPAK for the construction of the Llogara tunnel and is under investigation for the 7 lots of the Grand Ring Road. She is accused of "violating equality in tenders".
