The Minister of Justice, Ulsi Manja, is accused in SPAK

The former KLA fighter, Dritan Goxhaj, has reported the Minister of Justice, Ulsi Manja, to SPAK.

Goxhaj reported Manja to the Special Prosecutor's Office for abuse of office, related to the procedures and acceptance of requests of the Special Court of Kosovo for the extradition of Goxhaj when he was arrested.

"In the specific case, Mr. Ulsi Manja, in his position as a minister, not only accepts an order letter without following the practice for extradition from the Ministry of Justice of Kosovo with the relevant signature of its holder, but regardless of his previous legal experience as the prosecutor of the State Prosecution accepts a request for extradition to the Kingdom of the Netherlands, aware that the Albanian State does not have any extradition agreement with the State of the Netherlands.

Also, the minister and the ministry that he leads clearly seem that they have studied all the acts brought to this ministry by the Specialized Chambers for the case in question. This fact is confirmed by the date of the document entitled Note Verbale Ref: NV2023/0026 received by the ministry on 23.06.2023 and this ministry has notified and passed the documents to the General Prosecutor's Office on 26.06.2023 by means of a letter No. 830/1 Prot.

During this review of the acts on their part, even though they have noticed that it is a question of a clearly political and illegal request for the laws of the Albanian state, since in that request on page 1 in point A "Criminal Offenses and presentation of summary of the facts "it is written that "through a post made on January 1, 2023 on his Facebook page through an article that bears his name", this fact clearly shows that the request for arrest and extradition was made because I have used the freedom of expression guaranteed by the Constitution of Albania and the European Convention on Human Rights and Fundamental Rights.

Also, in these acts available from the minister and the ministry, it is written in black and white in the document titled "Arrest warrant for Mr. Dritan Goxhaj" where in its point B entitled "Necessity of Arrest" on page number 3 of this arrest warrant in point 3/iii it is written "He called on others to protect the KLA".

This clearly establishes that the purpose of this extradition request is entirely political.

Ulsi Manja, fully aware that this request that came to him directly is in violation of the laws of the Albanian State and the European Convention for the Protection of Human Rights and Fundamental Freedoms, has again made it difficult by rushing to carry out this extradition even though he had all the time and legal opportunities not to slip into committing the criminal act of Abuse of Duty by the presence of this request and the provision of legal aid" - it is stated, among other things, in Goxhaj's report.
