The Council of Ministers decided this week to propose to the Assembly his candidacy for the vacant position of member of the AKEP Steering Council, who will simultaneously hold the position of chairman.
Gentian Sala held the position of Chairman of the Audiovisual Media Authority (AMA) in the period 2014-2019.
Subsequently, since 2021, he has been the head of the Secretariat for the Coordination of Relations between Albania and Kosovo. Gentian Sala is a lawyer by profession and holds the title of advocate.
He is expected to replace Tomi Frashëri in this position, whose mandate ended in December 2024.
The change at the head of AKEP comes at a time when the market has just entered the 5G generation of mobile communications. The two operators, Vodafone Albania and One Albania, received the first authorizations for 5G technology frequencies at the end of November and have started providing this service in the city of Tirana.
In accordance with the terms of the Individual Authorizations, entrepreneurs are obliged, through these frequencies, to cover 55% of the population with service by the end of 2027 and 85% of the population by the end of 2030. Within 2025, entrepreneurs are obliged to ensure coverage of ports, airports and several other areas of socio-economic importance.
The next challenge for AKEP will be to expand competition in the mobile market, with expectations mainly on the possible licensing of virtual network operators (MVNOs).
Among other conditions for the use of 5G technology frequencies, the entrepreneurs ONE Albania and Vodafone Albania undertook the commitment to negotiate with potential MVNO operators access to their radio capacities, in line with AKEP's regulatory policy to promote competition at the service level.
Another challenge is the deployment of the 700MHz band in the electronic communications sector, which technically enables wider and easier coverage of the territory with a 5G signal.
This band is used by radio and television operators and is still administered by the Audiovisual Media Authority (AMA), although according to the National Frequency Plan, approved in 2021, it should have finally passed under the administration of AKEP starting from June 30, 2022. However, the release of this process is proving to be a difficult process and in violation of the established deadlines.
According to the law “On Electronic Communications”, the AKEP Steering Council consists of 5 members, who are elected by the Assembly, upon the proposal of the Council of Ministers, for a period of 5 years, with the right to re-election no more than once. The Assembly appoints the chairman from among the members of the Steering Council. The chairman of the Steering Council is also the executive director of AKEP.
The applicant who will be appointed to the position of member of the AKEP Board of Directors must resign from any official or party position or function, withdraw from any profitable private activity, and sell and liquidate any financial interest he may have in companies that carry out commercial activities under the jurisdiction of AKEP./Monitor
