DP's denunciation: AKSHI millions of euros from the same company with

The Democratic Party has denounced that while the health situation is deplorable, with a significant shortage of medicines, the National Information Society Agency continues to spend millions of euros on dubious contracts.

DP spokesperson Genta Vangjeli, in a statement from the blue headquarters, stated that just for the maintenance of the health information system, the National Agency for Health Insurance (NAHI) has spent 7 million euros with VAT during the period 2018-2025.

Full statement:

While the Albanian healthcare system is in a deplorable state, with chronic shortages of medications in Oncology, Pediatrics and other hospitals, the National Agency for the Information Society (AKSHI) under Edi Rama continues to spend millions of euros on dubious contracts.

For the maintenance of the health information system alone, NAHI has spent 7 million euros with VAT during the period 2018-2025, using closed and non-transparent procedures, with negotiation without publication of the contract notice, and with the same beneficiary in each case.

So:

For QSUT, 4 maintenance contracts have been signed with a total value of 4.3 million euros (2018, 2020, 2022, 2025).

Although the object is the same, the value of the contracts has increased from 800 thousand euros in 2018 to 1.6 million euros in 2025.

For the University Trauma Hospital - 4 contracts have been signed with a total value of 1.8 million euros (2019, 2021, 2023, 2025).

The value has almost tripled from 300 thousand euros in 2019 to 888 thousand euros in 2025.

For the 'Shefqet Ndroqi' Hospital - 3 contracts worth 517 thousand euros have been signed (2019, 2022, 2024).

In total, 11 contracts were awarded without competition and without transparency, with the same economic operator, creating a monopoly in the maintenance of the health information system and raising serious suspicions of abuse of public funds.

The Democratic Party calls on SPAK to immediately launch investigations into these contracts and provide answers to essential questions that affect the public interest:

Has the NAIS complied with Article 47 of the Law on Public Procurement, according to which the use of negotiated contracts without publication is permitted only in specific situations that should not be caused by the contracting authority itself?

Why have the limit funds and contract values increased from year to year, while the scope of the service remains the same?

Why was only one economic operator selected for 11 contracts, eliminating competition?

Is the cost of this service, which with the latest contracts, at least for QSUNT, goes up to 81 thousand euros per month for system maintenance, realistic?

Albanian citizens' money should go to patients, to improve healthcare services and to supply medicines, not to dubious contracts that line the pockets of government clients.
