Alibeaj voted for the arrest of Sali Berisha: DP supports SPAK, zero immunity
PD MP, Enkelejd Alibeaj

Enkelejd Alibeaj, representative from the ranks of the Democratic Party in the Council of Mandates, has given approval for the removal of the immunity of Sali Berisha, accepting the request of SPAK.

Alibeaj stated that it should be established as a moral and political standard by supporting SPAK. The Council of Mandates voted in favor with 6 votes, while it is already expected that the relation will go to the Assembly to be voted on in the plenary session of December 21.

Part of Alibeaj's speech:

In the conditions where I am here as a representative of the opposition, it is easier for me to express my opinion and that of the DP regarding the request presented by SPAK. And when I say my opinion and that of DP, I have to share it. I am one of those who will have to make clear the heavy burden and weight of decision-making in this council for granting authorization. I'm not in two minds. I have a slightly more specific position, if only due to the fact that with the deputy in question, since we were in the same political flow, I consider the position that I will take to be a little more specific. I am also a representative of DP. There are 12 considerations that I will keep. I will present what should be the position of the assembly.

It does not take anything away from the fact that we are not a court but representatives of political parties with different interests, but we have a burden on each of us not to determine guilt or innocence. It's just a simple thing. What is the moral and ethical political standard that the member of the Assembly will have to maintain every time there is a request from the justice bodies for the granting of authorization.

DP has had it since the beginning of how long I have been in this parliament. Since 2007, as many times as there have been requests for the removal of immunity, the political standard has been voluntary giving, stripping of immunity. There were ministers of the democratic government at that time who had this as an ethical standard. A standard that will have to be the only cornerstone towards which we will not have to have any kind of fluctuation.

We took this position when we asked for the total removal of immunity from the constitution. We also held in 2016 in the case of constitutional changes, it was the position of the SP that did not accept it.

We also held it in the case of the Tahiri case. We must be clear and correct with the positions held in this council. We asked for it in the case of Mr. Blako, despite the fact that Mr. Blako made a move that almost gave up his immunity. PD has also presented an amendment for MPs to solemnly waive their immunity and not benefit from it for the entire time they are in office.

These considerations are neither individual nor partisan. It has been 30 years since the government in this country, if there has been a defect, it has been abuse and the protection against immunity has created irresponsibility... It is time for this parliament to set it as a stone for the future as well. Our attitude is yes. Whenever there is such a request, the answer is yes, opening the path of justice.

We can be MPs with different experiences, we must not forget that Albanians want a policy that is not equal to them before the law. Consider it as a service to Albanians today and in the future, zero immunity for anyone, total support for SPAK. Creating a positive condition that does not allow the perception that double standards are being created. Without further ado, my personal position as a DP representative for the SPAK case is: We recommend the plenary session to accept it as a request.
