The Central Election Commission has completed the in-depth audit process on the funds received and spent by political entities during the campaign for the parliamentary elections of May 11, 2025.
Tomorrow, Ilirjan Celibashi will propose fines for 20 electoral entities, officially proposing to the Complaints and Sanctions Commission (KAS) to take strict administrative measures and fine a number of political parties and candidates for deputies.
According to the report provided by VNA, among those punished is the DP MP, Besart Xhaferri, while the highest fine goes to Basha's party, KEA.
According to the findings structured by the Supervision and Financing Sector, the penalties result from serious violations of the Electoral Code, including failure to submit financial reports, use of bank accounts outside the exclusive purpose of the campaign, and acceptance of prohibited financing.
Main violations and penalty scheme:
Failure to submit financial reports: Four political entities (BLD, PRVSH, AAK, PBPPSH) have not submitted any legal justification documentation for their finances, facing a proposed fine of 100,000 to 200,000 lek.
Donations from prohibited donors: The most flagrant case identified remains that of candidate Skënder Muço (PDIU), who is proposed to have a fund of 1,113,791 lek confiscated in favor of the CEC and be fined double this amount (over 2.2 million lek) for accepting prohibited funding.
Misuse of the special account: The Euro-Atlantic Coalition (KEA), where Lulzim Basha also ran, risks a hefty fine of 2,000,000 to 3,000,000 lekë after using the exclusive campaign account to make payments for the party's daily activities.
Violations by Candidates: Dozens of candidates for MPs, including names from the Republican Party and the Democratic National Front, have been sent individual fines of up to 1,000,000 lekë for failing to comply with standard formats or failing to submit reports.
