Kosovo authorities have launched procedures for testing the Ibrit Bridge's holding power, as a step before it is opened for vehicle circulation. This insistion has been met with opposition from the international community, who have also called for an additional step, a new discussion in the Kosovo-Serbia dialogue. Meanwhile, the issue prompted Kosovo Serbs to protest by opposing the bridge's opening.
"The Mitrovica Bridge should be opened without further delays and obstacles."
This sentence has been repeated several times in several European Union reports describing progress in implementing the agreement between Kosovo and Serbia on the opening of the bridge over the Ibar River.
This bridge, which separates the Albanian-majority South Mitrovica and the Serb-majority North, was blocked for the first time after the war in 1999.
Although agreements and agreements were reached over the years, invested in its infrastructure and opened for pedestrian traffic, the Ibrit Bridge continues to be blocked for vehicles.
Only in the 2023 EU report did the statement on the bridge issue be added: "For any decision to open the bridge there must be reconciliation and coordination in dialogue".
In early 2023, the Municipal Assembly of North Mitrovica had taken a decision on the opening of the bridge.
They said the decision was based on the Brussels Agreement that enveses the opening of the bridge in 2015-2016.
The initiative for the opening of the bridge for vehicles has been intensified in recent weeks by the Government of Kosovo.
On July 24, 2024, kosovo's Ministry of Infrastructure opened a tender for testing the "carrying capacity of the existing bridge structure".
On August 1, according to documents published on the online public procurement website, the Ministry awarded the company IPE-PROING SHPK, based in Pristina, with a contract. The contract price is foresite to be 9,640 euros and its signing was due on 6 August.
However, the signed contract is not public.
The Ministry of Infrastructure and the winning company have not answered the question when testing is foreses to begin and end.
According to local media reports, workers of the company have already been seen carrying out technical inspections of the bridge.
A technical inspection of the bridge's holding power was also provided for by the Agreement reached kosovo-Serbia, as a step to be done before it was opened for vehicle circulation.
For this initiative, there were protests by Kosovo Serbs in the north of the country, who are opposing the opening of the bridge.
"We are under attack as a people, we are under aggression to leave Kosovo," Nikola Kabasic, a former Serbian judge from Kosovo, said during the protest.
On this day, Kosovo's minister of internal affairs said the opening of the bridge is a matter of time and "it is not a matter of dialogue at all.
"The case is closed in 2016. It's a question of the right to open and a decision that is already public," he said.
Without giving many details on the technical inspection issue, he said it is underway and being carried out in two phases.
/REL
