United States President Donald Trump has extended the executive order on the state of emergency in the Balkans for another year.

The official document published in the Federal Register states that the situation in the Balkan region continues to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.

The announcement emphasizes that the actions of individuals who threaten peace and stabilization efforts in the Balkans continue to hinder democratic progress and the region's integration into Euro-Atlantic institutions.

For these reasons, the US President has decided to extend the state of emergency for another 12 months. This decision will be transmitted to Congress and has become official with its publication in the Federal Register.

"The actions of individuals who threaten peace and international stabilization efforts in the Balkans, including acts of extremist violence and disruptive activities, and the situation in the Balkans, which impedes progress toward effective and democratic governance and full integration into transatlantic institutions, continue to pose an unusual and grave threat to the national security and foreign policy of the United States," the order signed by Trump states.

The executive order was first approved on June 26, 2001, by former President George W. Bush, following the wars in the Balkans.

The purpose was to implement the provisions of the International Emergency Economic Powers Act to address “unusual and extraordinary threats to the national security and foreign policy of the United States.”

The measures referred at the time to the situation in North Macedonia, the violation of the Dayton Accords in Bosnia and Herzegovina, or United Nations Resolution 1244 on Kosovo.

The US President subsequently amended that order with “Executive Order 13304” on May 28, 2003, to take additional steps with respect to certain actions that impede the implementation of, among other things, the 2001 Ohrid Framework Agreement with respect to North Macedonia.

Also, on June 8, 2021, “Executive Order 14033” was approved, which expanded the scope of the state of emergency to the national level.

This order states that the situation in the territory of the former Yugoslavia and in Albania over the past two decades, including the violation of post-war agreements and institutions following the collapse of Yugoslavia, as well as widespread corruption in various governments and institutions in the Balkans, hinders progress towards effective and democratic governance and full integration into transatlantic institutions.
