Several high representatives of the EU and the USA will stay in Pristina and Belgrade in the coming days. In recent weeks, the dynamics of world politics have increased in order to get the Kosovo-Serbia dialogue out of the deadlock.
The representative of the European Union for the Kosovo-Serbia dialogue, Miroslav Lajcak, the envoy of the United States of America for the Balkans, Gabriel Escobar, the advisors for foreign policy and security of Germany, Jens Plettner, and that of France, Emmanuel Bonne, on Friday ( 20.01.) stay in Kosovo. The only topic is the Kosovo-Serbia dialogue and the possibility of a quick agreement to improve relations between the two countries.
The visit of a delegation of such size was confirmed by the spokesperson of the EU for foreign policy, Peter Stano. "The visits of our representatives are announced by the EU institutions. Indeed, the emissary Lajcak will travel to the region this week, which is part of the attempts to advance the dialogue facilitated by the EU. Lajcak will visit Kosovo and Serbia this week Friday. In Pristina he will meet with Prime Minister Albin Kurti and in Belgrade with President Aleksandar Vucic, where the next steps in the normalization of relations between Kosovo and Serbia will be discussed. In this visit, the emissary Lajcak will be accompanied by the foreign policy advisors of the president of France, the chancellor of Germany and the prime minister of Italy, as well as the US deputy secretary Gabriel Escobar", said Stano.
On Wednesday, Lajcak met separately in Davos, Switzerland, where the World Economic Forum is taking place, with Prime Minister Kurti and President Vučić, where he had, as he said, "an in-depth discussion about the next steps in the dialogue", without giving any other details.
Prishtina under pressure
The authorities of Pristina are under pressure to start work on the establishment of the Association of Municipalities with a Serbian majority, which according to the USA and the EU, is an obligation of Pristina from a 2013 agreement.
The Government of Kosovo, led by Prime Minister Albin Kurti, rejects the formation of the Association arguing that it is not in accordance with the Constitution of Kosovo and that the government cannot create a mono-ethnic Association. Serbia, on the other hand, conditions the further normalization of relations with Kosovo precisely with the formation of the Association of Municipalities with a Serbian majority.
In December, an agreement was reached where Kosovo allowed their circulation for a while, while Serbia agreed not to produce license plates anymore. The Minister of Internal Affairs of Kosovo, Xhelal Sveçla, said on Wednesday evening that "Serbia violated this agreement and is producing and re-registering license plates for the cars of Serbs in Kosovo".
"Serbia has violated the agreement on license plates. The Kosovo Police, precisely the Border Directorate, has identified at several border points cars with illegal "KM" license plates, re-registered in December 2022, wrote Minister Sveçla, announcing at the same time that the Kosovo Police did not will allow the entry of these vehicles into the territory of Kosovo./DW
