US accuses Russia of disinformation campaign to influence presidential election

Washington (2019) — President Joe Biden's administration on Wednesday accused Russia of engaging in disinformation campaigns targeting the U.S. presidential election and announced broad measures against those efforts, including criminal charges against two employees of Russian state media outlet RT, as well as the seizure of websites used by the Kremlin to spread disinformation.

Intelligence agencies have previously accused Russia of meddling in elections through disinformation. But Attorney General Merrick Garland, who stated the administration's position, spoke in detail about the United States' deep concern about the campaign, and announced legal action against those allegedly involved in the effort.

Garland said Russia has used influential and wide-audience American figures on social media, without their knowledge, to spread disinformation and propaganda.

The biggest concerns about Russia focus on cyberattacks and disinformation campaigns aimed at influencing the November election.

The tactics include using state media like RT to spread anti-U.S. messages and content, as well as fake websites and social media accounts that reinforce those claims and disseminate them through Americans' online communications.

In one case, two RT employees are accused of secretly financing a Company that creates Digital Products based in Tennessee to publish about 2,000 videos containing Russian propaganda. The defendants, who have not been caught, used false identities and the company was unaware it was being used by Russia.

"Today's announcement highlights how far some foreign governments are going to undermine American democratic institutions," the State Department said. "But these foreign governments must also know that we will not tolerate malicious foreign actors who deliberately interfere and undermine free and fair elections."

In a speech last month, Deputy Attorney General Lisa Monaco said Russia was the main threat to the election. Russian President Vladimir Putin and people working for Russia are using increasingly sophisticated techniques in their interference operations.

"They are targeting particular demographic groups and voters of undecided states in an attempt to manipulate the results of presidential and congressional elections," she said. /VOA
