The President of Kosovo, Vjosa Osmani, has withdrawn the request of July 2 to the Constitutional Court for clarifications regarding what happens if the deputies fail to constitute the Assembly of Kosovo by July 26, according to the constitutional deadline, due to the judge Radomir Llaban, who according to the president "endangers the security of the state".
At a press conference from the Presidency of Kosovo, Osmani said that she withdrew the case to the Constitutional Court after receiving information that one of those who evaluate her request is the Serbian judge, Radomir Llaban.
Osmani said that this judge poses a danger to the national security of the Republic of Kosovo and is engaged in activities against the order of the Republic of Kosovo.
"It is deeply worrying how a judge for whom our security institutions have officially submitted information that he endangers our state, is left in his hands to determine the fate of our constitutional order," Osmani emphasized.
She said that the information they have about this judge is not simple information, but it is quite worrying information.
Osmani emphasized that it now remains up to the deputies of the Assembly of Kosovo to submit a request for clarification, in the hope that Judge Llaban will not shoot there again in the review of these requests.
"We have assessed that we do more harm than good, since we leave the case in the hands of a judge who traces the way forward and also has a role in determining the merits of that decision. It is now likely that many issues will remain unclear. I want to encourage the deputies of the Republic of Kosovo, who also have a full mandate, to address the Constitutional Court", Osmani emphasized.
The Kosovar president said that it is about some information collected, shared between Kosovar institutions in 2018, 2021 and 2024, of his actions, which she did not share with the public opinion because she considered that they are still "classified information".
Llaban, according to President Osmani, is a judge who was appointed in 2018 by then-President Hashim Thaci.
Shortly before Llabani's appointment to the post of judge at Kosovo's Constitutional Court, the then president, Thaci, requested additional verification due to his dubious past, but in the end he was elected a judge for a 9-year term.
Llaban has been in Kosovo since 2011, after fleeing Serbia, where he was sentenced to six years in prison for being part of the so-called "customs mafia", a group of suspects for accepting and giving bribes, abuse of official position and falsifying documents.
