Young Germans will receive a voucher to spend on cultural events under a scheme launched by the government.

The €200 "Kulturpass" will be made available to all 18-year-olds and has two aims: to encourage young people to experience culture and break their stay-at-home pandemic habits; and give a financial boost to art, which has yet to recover from the pandemic.

German culture minister Claudia Roth described the cultural passport as "the equivalent of a birthday present" for the 750,000 people who will turn 18 in 2023. It will bring the EU's most populous country into line with France, Italy and Spain, which have introduced similar schemes.

Finance Minister Christian Lindner said the voucher will be managed via an app and a website that offers a direct link to a virtual marketplace of everything from bookstores to theaters. The estimated cost to the German state is around 100 million euros, in addition to the country's annual cultural budget of 2.3 billion euros.

Particular emphasis is being placed on live culture, while online platforms such as Amazon and Spotify have been excluded from the scheme, which is placing an emphasis on smaller, often local organisations, such as cinemas and bookshops. Individual purchases will be limited in value to prevent someone using the voucher to buy, for example, a single concert ticket for €200.

Launching Kulturpass, Roth and Lindner said that if it was successful, the scheme would be extended and possibly extended to a wider age group, perhaps from the age of 15 and up. A similar scheme announced last year by the Spanish government decided to give a €400 culture voucher to everyone turning 18. According to the Spanish government, 57.6% of all those turning 18 in 2022 signed up for the voucher scheme. France gave every 18-year-old €300 to spend on cinema, museum, theater and concert tickets, as well as books, art supplies, art courses, musical instruments or a subscription to a French digital platform such as Canal Plus, Salto or Deezer.

He asked the Ministry of Culture to clarify its guidelines soon, to ensure that this is indeed a birthday present for 18-year-olds./Taken and adapted from 'TheGuardian'
