The model of two Germanys, which was offered to Serbia years ago as a solution to the Kosovo issue, is still relevant. The Serbian portal "Nova.rs" claims to have obtained the text of the framework agreement of 2012, which is based on that model and which was provided to the authorities in Serbia at the time.
For more than a decade, the Serbian authorities have refused to accept a solution for Kosovo that would be based on the two Germany model. In fact, it is a treaty signed by West and East Germany, which did not know each other.
Adapted to the Kosovo problem, that model would mean that Serbia accepts Kosovo's independence, but does not officially recognize it. This also means Kosovo's membership in the United Nations.
Some points of that framework agreement have meanwhile been provided for in the Brussels Agreement. According to some information, the text of the final solution for the Kosovo problem is currently being worked on and will be based on this model.
Behind the text of this draft agreement from 2012 is the German Konrad Adenauer Foundation, which is close to the CDU once in power, headed by former Chancellor Angela Merkel, and was written by experts from Serbia and Kosovo, Telegrafi reports.
The published text of that document in its entirety:
