Lithuania's prime minister announced on Friday that her country will declare a national "emergency" due to the influx of smuggled balloons launched from Belarus.

"We are currently preparing the legal basis and documents," Prime Minister Inga Ruginiene told reporters, calling the declaration of emergency "the best action at this time." The "emergency situation" allows the government and local authorities to devote additional resources to combating the balloons.

"We do not rule out the possibility of going further," Ruginiene added. Declaring a state of emergency is a potentially stronger step. As a result of the balloon incursions, Lithuania's two largest airports, in Vilnius and Kaunas, have been forced to suspend operations on several occasions. Lithuanian officials claim that the balloons, which fly up to 10 kilometers (6.2 miles) high, are being deliberately dropped onto airport runways and constitute an attack on its civil aviation.

Although the balloons, which contain cigarettes, have long been used by smugglers, they have only recently caused airport closures. The Baltic state, a member of NATO and the European Union, has long accused Belarus, a close ally of Putin's Russia, of waging "hybrid warfare." The activity, which intensified in October, led Lithuania to close its two border crossings with Belarus at the end of the month. Belarus then blocked Lithuanian trucks from using its roads and banned them from leaving the country without first paying a fee, which Vilnius called "held hostage" by Belarus.

Thousands of Lithuanian trucks remain stranded in Belarus, with Minsk calling for... consultations with the Lithuanian foreign ministry. Instead, Lithuania has called for tougher sanctions against Belarus.
