An underwater power cable connecting Finland and Estonia broke on Wednesday, the Finnish prime minister said, the latest in a series of incidents involving telecom cables and power pipelines in the Baltic Sea.
Arto Pahkin, head of operations for the Finnish electricity grid, told public broadcaster Yle that "the possibility of sabotage cannot be ruled out."
Finnish Prime Minister Petteri Orpo said the power outage "does not affect the electricity supply to Finns."
"Authorities remain vigilant even over Christmas and are investigating the situation," he added in X.
Operator Fingrid said power on the EstLink 2 cable delivering electricity to Estonia was cut at 12:26 p.m. local time (1026 GMT).
Last month, two telecommunications cables in the Baltic Sea connecting Sweden and neighboring Denmark were also cut. Suspicion quickly fell on the Chinese ship Yi Peng 3, which, according to ship-tracking websites, was sailing over the cables at the time they were cut.
Once again, ship monitors report that a Hong Kong ship, the "Xin Xin Tiang," passed near the area at the time, even slowing down as it approached the cable. This report remains speculative.
Sweden said on Monday that China had rejected a request for prosecutors to investigate the ship and that it had left the area. European officials said they suspect some of the incidents are sabotage linked to Russia's invasion of Ukraine, while the Kremlin has dismissed them as "absurd" and "ridiculous."
Early on November 17, the Arelion cable running from the Swedish island of Gotland to Lithuania was damaged. The following day, the C-Lion 1 submarine cable connecting Helsinki and the German port of Rostock was severed south of the Swedish island of Öland. Tensions have been high around the Baltic since Russia's invasion of Ukraine in February 2022. In September 2022, a series of underwater explosions ripped apart the Nord Stream pipelines carrying Russian gas to Europe, the cause of which has yet to be determined. In October 2023, an underwater gas pipeline between Finland and Estonia was shut down after being damaged by the anchor of a Chinese cargo ship.
