Targeted killings and election interference, DW analysis: How does Russia's

Since the Russian invasion of Ukraine, Western secret services have increasingly accused Moscow of hybrid warfare. The phenomenon is not new, the methods are becoming more sophisticated.

A mail plane belonging to the German parcel post concern DHL crashes in Lithuania, two communication cables are damaged in the Baltic Sea. In Romania, a right-wing pro-Russian extremist surprisingly makes it to the presidential runoff. All three announcements are from this week, which makes you think.

Although nothing has yet been proven, some Western politicians and secret services suspect that the same driving force is behind all these events: Russia. The dangers that come from the so-called "hybrid war" originating in the Kremlin are not new; But experts warn that they have increased alarmingly since Russia invaded Ukraine in 2022.

"Hybrid warfare" is the extension of the pure combat operation with added means of espionage, sabotage, cyber attacks, election interference, propaganda or disinformation campaigns aimed at weakening and destabilizing the enemy from within. Russia, experts warn, has steadily expanded its arsenal of hybrid warfare capabilities in recent years. A summary:

Since the start of the Russian occupation of Ukraine, European countries have expelled around 500 Russian diplomats. The British secret service MI5 classifies at least 400 of them as spies. Many Russian embassies and consulates general are said to have modern communications and espionage technology installed. This cannot be fully proven, embassy buildings are considered sovereign Russian territory and enjoy the status of diplomatic protection. The Dutch secret service also warned that Russia was providing spies with fake documents and smuggling them into Western institutions disguised as businessmen.

There are regular announcements where Russia is accused of espionage. Be it the intercepted conversations of the Bundeswehr about the Taurus missile defense system, the suspected Russian drones over European air bases and industrial zones or the alleged research vessels sailing in the seas of Northern Europe and suspected to have located there the critical infrastructure on the bed of the sea for possible acts of sabotage.

In dozens of elections in Europe and North and South America, Western secret services accuse Russia of directly or indirectly influencing the elections. Russian foreign broadcaster RT is said to have produced videos during the US presidential election campaign on controversial topics such as aid to Ukraine, migration or the economy, which in turn were distributed via right-wing American bloggers.

So-called hack-and-leak attacks are also part of the repertoire of hybrid warfare: politicians or parties are specifically hacked and confidential documents, sometimes mixed with other forged documents, are published just before the elections. This happened, for example, in the American elections of 2016 or in the French presidential election campaign of 2017.

Targeted assassinations of opposition leaders are also part of the hybrid war. The fact that Russian President Putin does not shy away from attacks abroad was demonstrated by the killing at the Berlin zoo of a former Chechen commander who is said to have fought against Moscow in the second Chechen war - or the attacks carried out in Britain Big against Kremlin critic Alexander Litvinenko in 2006 or Russian double agent Sergei Skripal and his daughter Yulia in 2018.

Until now, Russian citizens were mostly the victims of such attacks. However, in July 2024 it became known that Russia was behind a planned assassination attempt against Armin Papperger, the executive director of the German arms company Rheinmetall. The Kremlin denied all the accusations. Rheinmetall supplies Ukraine with, among other things, Leopard II tanks.

Russia is currently striking in different forms in Europe, points out Sönke Marahrens, Bundeswehr officer and hybrid security expert, in an interview with tagesschau.de. “Russian operators are trying very different things in many European countries that even become individually tailored to each country: the hybrid measures that work in Poland do not work in Germany; what works in Germany would not work in Finland.” Therefore, "a very broad spectrum of attacks should be expected in the future as well", Marahrens is convinced. But the flexibility with which to react to such attacks must be correspondingly high./DW
