Unions are the biggest looters of public property, inherited from the dictatorship, as with highly questionable decisions, Presidential decrees or decisions of the Council of Ministers, pioneer camps and houses in the most touristic areas of Albania have been alienated or sold at ridiculous prices.

At the head of this scheme have been the so-called union leaders, Gëzim Kalaja and Kol Nikolla, the first President of the BSPSH and the second President of the KSSH, who, with extremely dubious decisions and by camouflaging themselves, one on the right (Kalaja) and the other on the left (Nikolla), have managed to sell or rent out these properties for years.

In these lines, Vox News will stop at a property that is currently owned by the Union of Independent Trade Unions of Albania, such as the “Kalaja” hotel in Pogradec, which was once a workers’ camp. Coincidentally or not, the name of the hotel coincides with the surname of the President of the BSPSH, Gëzim Kalaja.

Vox News has reviewed documents from the National Business Center, which show that the administrator of this hotel, formerly the Workers' Camp in Pogradec, is Mr. Greg Xhillari, the son of businessman Alban Xhillari. A name that has brought confusion to the entire property, as our editorial team has learned that with the actions of the BSPSH, and more specifically President Gëzim Kalaja, the property will gradually pass to this family.

A scheme used everywhere, with the Pioneer Camp in Dajt, with the Workers' Camp in Durrës, or with other buildings. Powerful businessmen are initially introduced as partners or administrators, to later take over, as we will analyze a little below.

The CKB documents state that the shareholder is the Union with 71.59% and the ECW company, followed by the Xhillari family with 28.41%. There is also a loophole in this division of shares, as the Union in reality only has 20%, given that its shares have been formally increased by the revaluation of the property.

What does it mean, in the papers it is written that the Syndicate's cash capital in this property is only 20 thousand, while in kind they have 146 million lek. The ECW firm has capital of 80 thousand and in kind 58 million lek.

"The building reflected in the company's capital and deeds is currently registered in the immovable property registers owned by the Independent Miners' Union of Albania," the document states.

In April 2024, the new shareholders of the firm, this time ECW and the Union represented by the famous Gëzim Kalaja, appointed the administrator, who is neither more nor less than Greg Xhillari himself, the son of businessman Alban Xhillari.

"Today, on 30.04.2024, we, the partners of the commercial company 'IHKALAJA & COMPANY', based on the act of establishment, the statute of the company (with all relevant amendments) decided to approve the removal from office, with his resignation, of the administrator of the company Mr. Ilir Hoxha. We decided to appoint the new administrator of the company Greg Xhillari, for a term of 5 years" , this document states. At the end, there is the name and signature of Gëzim Kalasa and Greg Xhillari.

All of the above actions were aimed at getting their hands on the land of this hotel. With quick decisions, Xhillari and Kalaja decided to revalue the property, the land, and register it in the company's capital. Vox News has learned that in January 2025, they appointed an expert to evaluate it.

According to the deed that Vox News has researched, "the property subject to assessment, the former holiday home in Pogradec, has a plot of land with an area of ​​12,579 m² and is located in the Voloreka neighborhood". According to it, the property has well-organized and green outdoor areas. This property has direct access to the main boulevard. The ownership certificate states that the building has an area of ​​1,576 m², which, like the plot, is in the name of the Independent Miners' Union of Albania.

"For the valuation of the land on which the former Pogradec Holiday House is located, I based it on the prices of legal references, this is due to the fact that the real estate market situation for similar properties in the area in which this property is located in the city of Pogradec is stagnant and unstable," the expert writes.

Really stagnant? There is no increase in the value of the building and the land? Why was this assessment made, given that that area and that building have a value of over 10 million euros. In fact, it is a scheme that Gëzim Kalaja has used in almost all properties, reducing their value and selling them at ridiculous prices.

This expert assessment of the "stagnation" has been published in the Central Bank, paving the way for the property to be subsequently purchased by the Xhillari family. To date, no announcement of the purchase has been made in the Central Bank, but it is not excluded that the parties have made a preliminary contract.

Skema e tjetërsimit nga Kalaja dhe Xhillari vijon me bilancet e publikuara në QKB. Vox News ka hulumtuar të tjera dokumente, ku rezulton se hotel “Kalaja” në Pogradec  ka deklaruar në vitin 2025 një bilanc me humbje në vitin 2024. Në letra shkrihet se asambleja e ortakëve, e përfaqësuar nga Greg Xhillari dhe Gëzim Kalaja, kanë nënshkruar bilancin që ka dal me humbje në vlerën e 4.407.851 lekë.

Më shumë sesa vlera e humbjes, ajo që bie në sy në gjithë këtë histori, janë tentativat e Gëzim Kalasë për ta tjetërsuar, duke i bërë një vlerësim qesharak, duke e nxjerrë me humbje apo duke bërë transaksione për shitje. A mos vallë kjo pronë i është premtuar familjes Xhillari?!
