' All the oil goes to Çet Kastrati ', this will be the saying that goes to public institutions in Albania. Almost most of them declare the oil oligarch Shefqet Kastrati's company as the winner in the oil tenders.

The closest case is that of the Municipality of Durrës, where the mayor Emiriana Sako signed two contracts yesterday in favor of Shefqet Kastrati, which amount to 2 billion ALL.

One of the procurements has as its object the purchase of oil. To provide diesel for the cars of the Municipal Services Company in Durrës, Sako will spend 197 million lek for 1 thousand tons of diesel.

The procedure followed for the tender with object "Loti I Diesel" has received the red card from Open procurement Albania after violations of the procedures are found.

The violation in this tender was that there was no competition and the limit fund is as much as the company " Kastrati " shpk presented the offer . As the documents prove, the company "Kastrati" shpk was the only one in the "competition" with the offer of 197,906,500.00 lek, this shows that the winner is determined.
