SPAK demands a sentence of 4.6 years in prison for the former mayor of Kukës, Safet Gjici, accused of passive corruption after he promised to grant the dog protection project through the benefit of sexual favors

Meanwhile, 1.6 years of prison has been demanded for Alma Kaçi , the girl who gave sexual favors to benefit the project.

Referring to SPAK's investigations, evidence and data were obtained from the analysis of which it was found that the defendant is the person who offered irregular benefits to the defendant Gjici.

And that the latter, after taking advantage of her, in the form of a sexual favor , promised to help her with the dog protection project and to present it further at the meeting of the Municipal Council of Kuka Municipality .

Alma Kaçi and Safet Gjic will face each other in court for the charge of " corruption ", from which the defendants' request for a shortened trial has been accepted.

It seems that Safet Gjici will be punished morally because he did not commit corruption, as evidenced by the SPAK evidence.

Article 248 of the Constitution of Albania, where SPPAK is also based, accusing him of " Abuse of duty for sexual benefits ", in this case sexual intercourse was performed, but we do not have mutual benefit in winning the tender as it was not realized.

Even the well-known lawyer Kreshni Spahiu has affirmed in a TV studio that until these moments there are no facts and evidence for the commission of a crime.

The prosecution has started the investigation to finally find out if the sexual relationship was carried out in abuse of duty or with the desire of the girl who is in the video.

"With the desire of the girl in the mayor's office, it is not abuse of duty. The criminal offense provided for by the Penal Code states, Article 105, provides for sexual intercourse committed by abusing the duty with subordinates, that is, asking for favors in exchange for sexual intercourse. Until now, there is no denunciation that this sexual relationship was carried out in exchange for a favor", said Spahiu.

The former mayor of Kukës, Safet Gjici, has political, administrative, moral and  ethical responsibilities and for those he has accepted the guilt himself, where he stated that: I was punished for the action I did .

Having sex in the office at the will of both parties, in an ongoing criminal relationship, is not called a criminal offense and this is what the law says.

We remind you that the video of the sexual affair in the office of the mayor of Kukës, has circulated widely on social media on the morning of June 16, 2023, initially, where it was also distributed on the " WhatsApp " platform.

It was filmed on June 6 and it is not yet known who made the video, or the circumstances under which it was filmed.

There have been other similar cases in the past, where the former mayor of Dibra, Shukri Xhelili, also fell into such a scandal.
