"In the first quarter we will open the international competition for the new port in Porto Romano", declared the Minister of Infrastructure and Energy Belinda Balluku during the annual analysis and priorities of the department she has been leading for five years.

New year, new deadlines
Fact checks show that the Ministry of Infrastructure has violated by at least one year the deadline for opening the international competition of Porto Romano, which would pave the way for the construction of the new commercial port in Albania. 

' At the end of January 2023, according to all the work we are doing with Eric Smit and with Royal Haskoning we will be ready to launch the international competition, which will be open to all companies that have shown a special interest . ', declared Belinda Balluku in 2022 during the presentation of a 3D project of Porto Romano. 

"As long as there is no detailed project, but only from these 3Ds that have become common, there is no way to have a competition for the construction of the new port. All that the minister said today is to give time to time, but they don't have to do it. Other deadlines will be violated ", says port engineer Tomor Spahiu for Faktoje. 

If the international competition for the new port in Porto Romano had been opened at the end of January, the winner was planned to be announced in July last year. As warned earlier by an article of Faktoje, this is the first delay of the project. The Port Authority justified itself that the reason for the violation of the deadlines given publicly was the way of financing the new Port.

" With the conclusion of the predetermined form of financing, which will also enable the provision of funds and the necessary budget, for the start of the implementation of the first phase of the project, the international competition for the companies interested in the implementation of this project. ", was written in the official response of the Durrës Port Authority to Faktoje last July. 

The new commercial port in Porto Romano will cost 390 million euros (without VAT), where almost half of the financing will be provided by the government and the rest by the private sector. Specifically, the state budget is expected to provide 180 million, while the private company will provide another 210 million euros. Contrary to what was said at the beginning, the Port Authority cannot build the new port with its own financing as it has no money.

Conclusion
Minister Balluku's statement on the opening of the international competition for Porto Romano this beginning of the year is simply an old recycling in a new year.
