The Special Appeals Chamber will be put to an integrity test on Tuesday morning, July 8, 2025, at 10:00, when one of the veteran judges of the Tirana Court is to judge. Teuta Hoxha was rightfully dismissed from office by the Independent Qualification Commission on November 22, 2022, for a host of violations, from unjustified wealth to conflict of interest in the adjudication of several cases.
But, despite the violations listed and analyzed in the KPK decision, once again Teuta Hoxha, who judged in Tirana for about 23 years, has left no stone unturned!
Sources from the Vetting bodies told the VoxNews editorial team that Hoxha, her lawyer husband, and even her businessman brother-in-law, have attempted and promised that if their relative passes the Vetting, each person will be rewarded.
Of course, after this "promise" the integrity completely passes to the KPA's judicial body, which on July 8 will be faced with two choices; to leave a fair decision in force or to definitively "taint" the entire system. The indications are strong that a multitude of people are committed to Teuta Hoxha, where in addition to family members, third parties have also been put in motion, those who have an interest and are lobbying strongly for her to remain in the Tirana Court.
Behind the scenes, there is a lot of activity in the premises around the Constitutional Court, where the KPA also operates, where different people are meeting with everyone to get at least 3 votes.
But, who will judge (chairman, rapporteur and members) the veteran of the Tirana Court, Teuta Hoxha?! The KPA has announced on its website that "on Tuesday, July 8, 2025, at 10:00, the case (JR) no. 4/2023, dated February 2, 2023, which concerns the appeal of the re-evaluation subject Teuta Hoxha against the decision of the Independent Qualification Commission no. 587, dated November 22, 2022, will be tried in the consulting room."
According to her, the panel for the trial of this case consists of chairperson Albana Shtylla and rapporteur Rezarta Schuetz. Members are Ina Rama, Mimoza Tasi and Natasha Mulaj. Undoubtedly big names, who have so far decided the dismissal of dozens of judges, prosecutors, or legal assistants. But, who have confirmed dozens of others. Time passed and on Tuesday, they will also have the test of fire; will they have integrity or will they be tempted?!
Following information that reached the editorial office about the successive attempts to intervene in the Special Appeals Chamber, VoxNews also reviewed the February 2023 decision to dismiss Judge Teuta Hoxha. No ambiguity, as it was analyzed between the lines that the judge does not justify hundreds of thousands of euros as well as apartments or offices.
In fact, the decision states that she lied about renting, when in fact she was staying in an apartment that she owned. "In the Vetting statement, the subject declared an apartment with an area of 91 square meters. She declared her husband's father as the owner. In some annual statements, she did not declare the use and in some she declared a rental relationship and payment of rent," the decision states.

Meanwhile, the decision states that the judge's family also owns a 57 square meter apartment in Golem, Kavaja. The apartment with this surface area was purchased for only 2.1 million lekë.
The judge justified that the price was reduced from 30 thousand euros to 2.1 million lek because her husband, a lawyer, would defend the owner of the building in several court cases.
Everyone is surprised by the price, but from the financial analysis conducted by the KPK, the judge and her husband do not justify the money to buy it.
Meanwhile, the family also owns a 74.5 m2 office in the center of Tirana. The apartment was purchased for around 9 million lek in 2008. Vetting conducted a thorough financial analysis of income and savings, concluding that there is a "financial impossibility to purchase an apartment worth 6,355,782 lek".
But the violations do not end here, as the couple also declared loan contracts with several businessmen and company owners to purchase the apartment. This is where the conflict of interest begins, as these businessmen filed lawsuits in the Tirana Court and Teuta Hoxha judged them.
Could it be that the loan contracts, the contracts for the representation of her lawyer husband by these businessmen, are the "bribes" that were given to her?
And now that the first instance has issued its verdict, the great burden of integrity has fallen on the Special Appeals Chamber, where the "bribes" that the judge allegedly received are being attempted to be recycled into the KPA.
