The 6.2 million euro tender for prison security becomes a bone of contention in

The tender with a fund limit of 6.2 million euros for the maintenance of security equipment in prisons, announced by the National Agency for Prisons on behalf of the General Directorate of Prisons, has become a bone of contention, being considered one of the most flagrant cases of suspicions of pre-determination of the winner and manipulation of the competition.

After the cancellation and re-announcement of the procedure, one of the competing operators, a company called AESS owned by Lefter Klemo, has again addressed the Public Procurement Commission, accusing that the tender criteria were formulated with the aim of excluding any other competitor except for a specific merger of companies: Advanced Business Solutions of Gerond Meçe, AlbaScan of Elton Jorgji, Real Com of Marjan Brrakë and CSP Sh.pk of Klevis Xhagolli.

In the official complaint document, the company raises serious allegations of lack of transparency and equal competition, writes skyweb.al.

The company emphasizes that the request for specific certificates issued only by manufacturers of scanners (Smiths Detection) and video systems (VMS) is in itself an exclusionary criterion, as only one company in Albania has real access to these certifications.

Also, the contracting authority has not provided any technical data on existing systems, making it impossible to prepare realistic bids.

Another element that raises doubts is the lack of use of division into lots. Scanners, cameras, the telephone system and other equipment are included in a single contract, which according to the complainant is a way to isolate competition and guarantee that the tender is won by a consortium of operators that controls all segments of the system.

Recent events in the penitentiary system give this procedure an even more alarming context. In December 2023, one of the most serious murders within the Albanian penitentiary system occurred in Peqin prison.

Life-sentenced Sokol Mjacaj managed to sneak a gun into his cell and shot and killed one prisoner and wounded another. Cameras out of order, scanners deactivated, and almost non-existent security were some of the first findings after the incident.

Security management at that time was entrusted to the company AlbaScan, one of the operators allegedly involved in the merger that is also expected to win the new tender.

Just a few weeks later, another incident, an attempted escape from Fier prison, once again called into question the control system and the reliability of security contracts. Vehicles inserted into cells, inoperable cameras and no functional alarms, are the scenes that are being repeated, while contracts worth millions of euros continue to be given to the same names.

In February 2024, the Director General of Prisons Admir Braja resigned following these scandals, to be replaced by Klevis Qose.

But while the leaders change, the contracts remain. And now, with the new tender on the verge of completion, the same operators that were in the spotlight for security scandals are once again closer than ever to receiving millions of euros in public funds. /skyweb.al
