Ukraine blocks Russian oil for Europe, eu sanctions cause

Ukraine has suspended the passage of Russian oil towards Europe through its pipelines. The decision was made on 4 August and the reason is that sanctions imposed by the West blocked the transit payments Russia offered Kiev through the Transneft company.

Brent crude oil rose $2 per barrel to trade close to $98, while news added to concerns about reduced energy supplies.

Europe depends heavily on, oil, natural gas and Russian coal. Energy prices have risen this year due to lack of supply, as the EU tries to replace Russian energy with alternative supplies.

Flows along the southern track of the Druzhba pipeline have been affected, while the northern road serving Poland and Germany remains uninterrupted.

The suspension of pipeline flows on Tuesday will hit countries such as Slovakia, Hungary and the Czech Republic, all of which rely heavily on Russian crude oil and have limited capacity to import alternative supplies from the sea.

The fact that refineries must import oil from the sea at such short notice will make the job of providing alternative supply even more difficult in an already tight oil market, traders said.

Hungarian energy firm MOL and Slovak pipeline operator Transpetrol confirmed that flows have been halted for several days due to the payment of transit tariffs. MOL said it had reservations for several weeks and was working on a solution.

Hungary is one of the countries most dependent on Russian oil, and its government has lobbied hard to give it exemption from broader EU sanctions on Moscow.

Russia's Transneft said it had made payments for oil transit in August to Ukrainian pipeline operator UkrTransNafta on July 22, but the money was returned on July 28 after the payment was not carried out. He said shipments were banned from August 4.

Transneft said in a statement that Gazprombank, which handled the payment, told him the money had been returned due to European Union sanctions.
