Albania-Kosovo energy market, the joint exchange is put into operation

Albanian Energy Exchange - ALPEX, which has become operational in Albania from March 2023 and will help for a competitive market in Albania and Kosovo, to find electricity at more favorable prices.

Albania and Kosovo will have a common exchange for electricity, for fairer competition and reliable prices.

The inclusion in Alpex – the Albanian electricity exchange established in 2020 – was inaugurated on Monday at a ceremony in Pristina.

The Prime Minister of Kosovo, Albin Kurti, said that this is a historic moment for the energy sector for both countries, as according to him, this will have a role in economic development as well as transparency in the energy sector.

He said that the deepening of cross-border cooperation is one of the best methods to face the challenges and difficulties in this sector.

"The inauguration of ALPEXIT marks a historic moment for the energy sector of Kosovo and our commitment to cooperation with the Republic of Albania. A cooperation that plays a role in economic development and transparency in the energy sector as well as in the transformation of our energy sector in harmony with our national energy strategy. In recent years the energy crisis has made one thing clear: the energy sector both in Europe and around the world has changed radically. The deepening of cross-border cooperation is one of the most successful ways to face the difficulties and challenges of the new reality in this sector".

Kurti also said that the common market creates new business opportunities and that the merger of the Kosovo-Albania electricity markets is a strategic step for a more efficient energy ecosystem.

Meanwhile, speaking about the importance of this event, the head of the Government said that through this cooperation, a more favorable environment for attracting foreign investments will be created.

"The common market provides new business opportunities and more cross-border trade. The union of the Kosovo-Albania electricity markets is not only a strategic step towards promoting a more connected and efficient energy ecosystem".

Kurti said that thanks to bilateral cooperation, the two countries have been able to cope with energy crises in recent years.

"Albania was supplied with abundant energy from Kosovo last summer and the citizens and businesses of Kosovo spent a warmer winter thanks to the energy received from Albania. Let's continue to work together to build a sustainable, secure and prosperous energy environment. Together for regional cooperation, economic development, synergy and transparency and a strong investment environment of the private sector".

The Ambassador of Albania in Kosovo, Petrit Malaj, has described this day as historic for the two countries.

"Today was a historic day for the energy sector: the Albanian Electricity Exchange ALPEX was operationalized between the Republic of Albania and the Republic of Kosovo".

The ambassador said that with this connection, the operation of the electricity system of Albania and Kosovo will be much stronger.

"With this connection, our countries enjoy a trading platform that ensures efficiency, fair competition and transparency, making the quality of the operation of the electricity system of Albania and Kosovo much stronger".

Meanwhile, in her speech, the Minister of Economy, Artane Rizvanolli said that this is, has been and remains a permanent historical aspiration of Kosovo to make politics in the energy sector in such a way that it sees and appreciates this complementarity and develops it even further.

That this union is important is expressed by the chief executive of KOSTT, Evetar Zeqiri, adding that this would not be achieved without the far-sighted vision of both governments, the endless support of the respective ministries of the two countries.

He said that this agreement is the epilogue of a reform process of over two decades in the energy sector.

The director of the USAID mission in Kosovo, Eileen Devitt, also participated in this ceremony.

Otherwise, ALPEX is part of the reform undertaken by the Governments of Kosovo and Albania, for the reconstruction of the electricity sector, in accordance with the law and government policies for the development of this sector. Within this cooperation, both countries recognize ALPEX as the only energy exchange to organize, operate and maintain the wholesale market coupling (Market Coupling) one day before and within the day between the electricity markets of Albania and Kosovo.
