Concentrated Purchasing Agency

The Concentrated Purchasing Agency is the institution against which there have been more complaints from economic operators following the procurement procedures opened by the latter.

The Public Procurement Commission announced that there are 77 complaints for this institution last year, while the University Hospital Center "Mother Teresa" is second, with 60 complaints.

In third place is KESH sha with 28 complaints. Then come the Municipality of Durrës with 16, the Albanian Post with 16, the Municipality of Elbasan with 14, the Albanian Road Authority with 12; Durrës Water Supply and Sewerage, 12; Municipality of Shkodra 11 and Ministry of Defense, 11.

According to the CPC, in total during the last year there were over 700 complaints and from the general analysis it results that the highest number of complaints is presented for procurement procedures in the intervals of limit funds, between the values ​​of 1,000,000-5,000,000 ALL, which occupies 32.03 % of the total number of complaints submitted to the Public Procurement Commission, while for procedures with a limit fund over 100,000,000 ALL, occupy about 6.64% of the number of complaints.

During 2021, the total number of contracting authorities for which a complaint has been submitted to the Public Procurement Commission is 223 (two hundred and twenty three), while the number of complaining economic operators is 283 (two hundred and eighty three).

But mainly for what procurements are the complaints made?

Out of over 776 6 complaints submitted by economic operators, reviewed and resolved by the Public Procurement Commission, 676 final decisions have been reached. Based on the total number of complaints reviewed by the Public Procurement Commission, it results that 426 complaints or 54.9% of them are complaints about contracts for "goods".

Regarding the contracts for "services", the calculations show that 250 complaints have been reviewed or about 32.2% of the total complaints, of which 29 of them are complaints for services in the field of physical protection. Regarding the procedures for contracts for "Public Works", from the calculations it results that 96 complaints or 12.4% of the total complaints have been reviewed, estimates KPP./ Received from Monitor.al
