All bank cards until April, zero cost for categories in need

Zero cost for needy categories, reduced costs for low-income groups.

The law that provides for the provision of all Albanian citizens with bank cards and obliges banks to fulfill any request for them, was published on January 2 in the Official Gazette and obliges the relevant subjects to take measures for its implementation from April 2. The law creates conditions for non-discrimination of consumers for opening a payment account with basic services, and specifically obliges banks to open them.

The law envisages that the provision of cards to persons with cards will be free of cost for vulnerable groups, or at an affordable cost for other categories, guaranteeing and enabling the right of every consumer, regardless of income level, employment status, history of solvency , to have access to basic payment account services.

The law provides zero fees for performing some services that are considered basic, such as: account opening, account closing, withdrawing funds through ATMs, making payments as well as transfers within the country, for a number of vulnerable categories, such as: beneficiaries of unemployment benefits ; families and individuals who are treated with economic assistance; disability payment recipients and their personal assistants; individuals benefiting from invalid status and their personal assistants; blind individuals and their personal assistants; work invalids; orphans who have obtained status according to the law, etc.

Another important facility provided by the law is the possibility of switching to a basic account for all those who currently have bank accounts with normal fees. Another right guaranteed by this law is the possibility of opening a new account and closing the existing one, if the conditions stipulated in the draft law are met.

For all these categories, at the moment they open an account with basic services at the second level banks, first the law imposes the obligation that the bank does not refuse to open a payment account with basic services for all these categories, as well as to offer services with zero fees for most of them, or with differentiated fees for the rest.

The objective of the draft law is to promote and increase the financial inclusion of the population, creating facilities for categories of consumers who find it difficult or impossible to open and maintain a payment (current) account in banks, due to the costs it carries.
