Online markets in Albania are characterized by internal sales through social networks and local stores, through cash payments and electronic purchases on international e-commerce platforms through electronic card payments.

According to a study by the World Bank, of the Albanian respondents who make purchases online, 67% state that they use social networks to buy from local stores, while 61% declare that they buy from international markets.

The services that are most requested by the online sales companies in Albania, mostly concentrated in Tirana, are pickup by courier, delivery to the address and payment at the time of delivery.

Referring to the medium-term revenue strategy 2024-2027, the main problems encountered in this sector are informality, which prevents the reflection of the reality of online sales in the country; The postal services sector where the majority of delivery businesses employ unlicensed individuals for these services; Online sales operators, who state that due to the opportunities created by online operation, many individuals avoid fiscal obligations, one of which is the failure to issue an invoice.

According to the document, almost over 90% of online sales are made in cash. The main reason is the distrust of consumers towards the quality of the goods they will receive. Taking into consideration all these issues, the Tax Administration will carry out a detailed analysis of the identification and assessment of risks as well as determine the causes of non-compliance in the services/digital trade sector.

Special focus will be on taxpayers who operate in the sector of "Postal and liaison activities" in cooperation with AKEP. According to the data, the number of taxpayers exercising activity in this sector has increased significantly with the growth of electronic commerce in the country. Currently, there are 82 operators operating in this market.

Based on the above analyses, the tax administration will draw up sectoral plans dedicated only to the e-commerce sector. The main focus of this plan will be the real turnover declared by taxpayers who carry out this activity with a focus on VAT, but without ignoring the tax on profit and the tax on the income of natural persons, as well as the problems related to the declaration of employees.

The relationship between transport companies (intermediaries) and customers will also be addressed. The analysis will include all taxpayers operating in this sector. In addition to local companies offering electronic commerce/services, international companies will also be in focus.
