REPORT/ 60% of jobs in Albania are fought with "friends"

The Albanian market still works with "friend" when it comes literally to employment in the private or public sector.

The National Employment and Skills Strategy 2023-2030, released for public consultation, highlights that the labor market mechanism in Albania still needs improvement in terms of efficient and comprehensive mediation, as well as better matching of supply and demand. per job, compared to the average level in EU countries.

According to the document, informal channels such as personal contacts or recommendations from others are - by far - the most important and most used channel for employee recruitment. The document states that dynamic companies, large companies and those with foreign ownership are more likely to use informal channels for staff recruitment.

The strategy points out that the dominance of informal channels in around 60% and the provision of jobs for those who are already employed in other businesses around 10%, are indicators of the difficulties that employers have in identifying employees with the right skills , as well as in the identification of employees through formal channels and professional services.

At this point, the need for further consolidation of employment services as well as higher utilization by employers is pointed out.

Currently, only 7.4% of private sector employers use public employment services to recruit employees. The analysis shows that brokerage services need to increase efficiency and coverage levels to address the skills mismatch between demand and supply.

To do this, it is necessary to invest in the development of digital products for the employer and the job seeker, but also to change the service delivery model. Also, it is underlined that public employment services should increasingly become part of a wider ecosystem of employment services, as in EU member states and with a greater focus on skills development, addressing barriers other jobseekers to enter the labor market and find work, as well as to facilitate the employment transition.

This requires the development of the system for monitoring and forecasting skills, but also the creation of support systems by bringing together a number of other actors.
