In France and Germany, the budget for 2025 has not been approved. This causes great problems for the governments.
German Chancellor Olaf Scholz and French Prime Minister Michel Barnier are currently facing similar problems: they want to act politically, but they can't (anymore) get money from parliament for their plans. The National Assembly in Paris overwhelmingly rejected the initial part of the draft budget for 2025, which deals with revenues. The government bloc and right-wing MPs rejected the proposal with 392 votes against and 192 in favor. It was the result of a two-week debate in which the left-wing alliance, which represents the largest political bloc in parliament, adapted the proposal of government with changes in accordance with its interests.
The proposed changes included a tax on the wealth of billionaires, a tax on the super dividends of large corporations, a tax on multinational companies and a higher tax on digital companies, as well as a new tax on particularly noisy motorbikes. In turn, MPs threw out the government's plans for higher tax on electric heaters and gas - planned by the government.
Germany and France: with or without budget?
The state budget represents the government's program expressed in figures. Precisely in turbulent times, Berlin and Paris lack budgets. While Michel Barnier, despite his defeat in the vote, can still hope for a regular budget for 2025, the current minority government in Berlin no longer has that chance. The most that could be approved with the support of the opposition before the dissolution of the Bundestag is the rebalancing of the budget for 2024.
This rebalancing became necessary because the government lacks funds for this year: for additional costs of 3.7 billion euros for social assistance to citizens and more than ten billion euros for additional investments in renewable energy sources. By the end of the year, the government must find the money or impose a freeze on budget spending.
Berlin and Paris weakened against Brussels and Washington
When Donald Trump enters the White House for the second time on January 20, the Bundestag will, in all likelihood, be dissolved. Less than five weeks later, on February 23, Germans will vote to elect a new parliament. The formation of the government, depending on the results of the elections, may last until the spring.
Even after the dissolution of the parliament, thanks to the decision of the federal president, Germany would have a chancellor and ministers, but they would only have a technical mandate. In this transitional phase, they should not make important decisions.

If the government uses Article 49.3, the opposition has 24 hours to present a motion of no confidence. If this request receives a majority, the government would have to resign and the budget proposal would be rejected. If this scenario plays out, the EU's two largest economies will face a temporary budget deficit and be paralyzed. The temporary management in both cases is limited to legally defined obligations and serves only to ensure the basic functions of the state. Wages, pensions and social benefits will be funded, but political projects will remain on hold.
Chancellor Olaf Scholz and his French counterpart Michel Barnier will meet next week in Berlin. Barnier will come for the first time as prime minister. It may happen that this will also be their last meeting in these posts./ DW
