Proposal/Revaluation of assets to be done with less than 5 percent

The draft law on the revaluation of real estate for citizens and businesses with a lower tax rate than is defined in the law, has been presented and discussed in the Parliamentary Committee on Economy.

"Based on the new reference price context that has changed in Tirana and the new reference map that will be effective from mid-September, this initiative is undertaken to re-evaluate their property with the aim of formalizing real estate values "said the deputy of SP Blerina Gjylameti.

The deputies of the commission have given suggestions regarding the deadline, which is proposed to be postponed until the end of next year, the properties that must be reassessed and the percentage that will be applied.

"People with 5% will shrink, I propose to be with 3%. It will bring more income to the budget," declared SP MP Frrok Gjini.

"The deadline should be postponed until the end of 2025. Look, let's not reduce the fee to 2%," declared DP deputy Edmond Spaho.

"We cannot evaluate properties that are in the process of legalization, since they are not the owners. They must be individuals who have completed legalization and are in the process of registration. Those with order contracts must have paid the entire contract. To be property owners. The tax should be 4%," declared SP Vullnet Sinaj MP.

Minister of Finance Ervin Mete clarified the procedure that will be followed to approve this draft law, saying that in principle the revaluation will remain at the 5% rate.

"As a legal procedure, it comes to the Council of Ministers, the Council of Ministers receives opinions from a number of institutions and then makes a decision. The Council of Ministers will return a unified plan including technical aspects for facilities that are under legalization or business contracts. In principle, the position was given yesterday by the Prime Minister, as far as the text is concerned, the competent institutions must express themselves for the implementation of those provisions," stated the Minister of Finance Ervin Mete.

According to the current proposal, the law is expected to enter into force on September 1, 2024 and have a deadline until September 30, 2025. The Council of Ministers has a 30-day deadline to return a final answer on the revaluation rate and time extension.
