Real Estate Brokers: Market Collapsed by Postponed Revaluation. They will do it

The news that the government has postponed the revaluation of properties has worried the entire real estate market, which, as the Association of Real Estate Brokers, NAREA, calls it, is "paralyzed".

NAREA, in a statement to the media, states that the real estate market is close to a collapse as sales have been suspended, creating a domino effect for the industry and the state budget.

From January to September, NAREA points out, less than 2% of the income from the Capital Gains Tax was collected, bringing a pitfall of 56 million euros.

"Such a stalemate, a consequence of the functioning of a market under uncertainty and the lack of decision-making for the start of the Revaluation process within the month of September 2024, has had its effects starting with the lack of transactions, in the pending procedures at the Notary offices, in the lack of the performance of the financial sector as well as in the lack of revenue collection in the state coffers."

For the Association, the lack of an official position from the Ministry of Finance, after the proposal of MP Gjylameti, is a concern. The association expresses doubts about a revaluation campaign during the election year.

"The decline in consumer confidence, the collapse of the resale market has certain domino effects on the financial sector, on the construction sector, on the tourism sector and on the entire economy. The lack of a commitment with transparent deadlines on the part of the Ministry of Finance, the presence of a political will but not realized as a wide commercial operation within September 2024, the chaotic approach, not fair in time and methodology to the elements related to the Revaluation, such as the reference prices, only add to the housing agony of middle-class families in Albania. We say this because historically this layer of Albanian society has been served by the resale market, with much more economical alternatives than a new construction, a market empowered by Real Estate professionals, a market which today is 100% paralyzed. Placing this sector in extreme difficulties has not only economic effects, not only effects of an unaffordable housing, but places in conditions of the impossibility of operation of the first guardians in the integrity of the financial system, for the entire chain of transactions with the assets of real estate", concludes the Association.

The proposal signed by socialist MP Blerina Gjylameti was sent to the Assembly in May of this year and aims to formalize the real estate market. If approved, the law will be extended until June 2025.

Citizens or businesses can do the revaluation at the Cadastre or with a real estate agent.

The last time it launched a revaluation campaign was in 2020 and ended at the end of 2021. According to the Cadastre data, 56,623 dwellings were then reassessed. The 2020 decision allowed a 3% revaluation for citizens and 5% for businesses.
