After years of efforts, Albania has managed to finalize the agreement with Italy on the mutual recognition of contribution periods, for the purpose of pension. In an interview given for the "Box to Box" show, the Deputy Minister of Economy, at the same time the chief negotiator of the working group, Olta Manjani gave details on how the scheme will work.
According to Manjani, after the ratification of the agreement in the two respective parliaments, a procedure that may take a few more months, citizens who are on the verge of retirement can apply to the Social Security Institute in Italy. It will be precisely this institution that will coordinate the work with the Insurance Institute in Albania. For this practice, the deputy minister says, the citizens will not have any costs.
The agreement provides for the unification of the contribution periods for pension effect. That said, for an immigrant who has 12 years of work in Italy and 13 years of work in Albania, he will benefit from a pension in both countries, for the years of work he has.
What this means is that he will receive an old-age pension in Albania for 13 years and in Italy for 12 years. The winners are those who have reached the retirement age earlier, as they will receive an additional monthly benefit for the years of work they have.
But this, Manjani explained, does not mean a recalculation of the pension. Asked about the progress of the process for the recognition of pensions with Greece, the deputy minister informed that the second meeting between the negotiating groups has been held.
Currently, Albania has finalized agreements in the field of Social Security with 16 countries, including Germany, Austria and Canada.
