Eight joint companies announced as winners of the 35-year concession for the design, construction and maintenance of the Lekaj-Fier road are expected to collect 1.3 billion euros from the installation of the paid beam.

But what is noticeable is that these companies that won the concession of 320 million euros for the construction of this 46-kilometer segment have no previous experience in the construction of roads of such dimensions, nor in the management of toll roads.

With a simple look, it can be seen that they have exercised their activity in other public works. For example, the tenders won by the company Fusha, which is also the leader of the winning companies of this project, are mainly for the maintenance of construction facilities, cleaning and greening services in different municipalities of the country, or for systematization and return to the initial condition of road segments after interference in the water and sewerage networks.

The same situation is presented for the company "Ante Group", a company owned by 5 people whose object of activity is construction and reconstruction of industrial, commercial facilities, or other municipal and urban services, it results that mainly the contracts won are for services cleaning or tendering for the reconstruction process.

Apparently, it is not noticed from the tenders won that this company was the winner of any major infrastructural investment similar to Lekaj-Fier.

Construction of water pipes, works for street lighting or requalification of urban blocks are these objects of tenders won mainly by the company Kupa, one of the 8 winning companies of this concession, where the lack of experience in infrastructure projects such as the Lekaj-Fier road is clearly noticed.

Even the company "Agbes Construksion" also seems to have developed its activity mainly in small road works, street reconstruction services in the municipality, asphalting or construction of water pipes.

Reconstruction of roads in different cities, asphalting of roads or designs for the construction of roads and buildings within the reconstruction process are mainly the tenders won by Klodioda shpk, which will benefit together with other companies from the placement of the paid beam on the road Lekaj-Fier.

But, from the tenders won, it is clear that even this company has not engaged in road construction like the Lekaj-Fier one. Even the other companies, Albavia and Spahera, part of the merger of the winning companies, have developed their activity in small projects, mainly with requalification of blocks of buildings or reconstruction of streets and alleys in cities.

As it seems clear, none of these companies has a similar job in their CV, an essential requirement of the tendering law. While granting a concession road is a very big project. But in the case of the concession given to the company Fusha, Ante and others, these rules were ignored, while the companies were given a cake of 1.3 billion euros to divide it among several generations./TCH
