The company MABCO Constructions SA has reacted after the decision of the Ministry of Infrastructure and Energy to terminate the contract for Vlora Airport.
Businessman Begjet Pacolli's company, which previously warned that it would take the matter to Arbitration, says that they have encountered numerous obstacles during the works.
For this, she has sent a total of 90 letters to the Ministry, but the latter has not taken any action to resolve the conflict with the other partner, which led to the blockage of works at the Airport.
MABCO says that in the coming days, it will also publish official communications.
reaction
Dear media representatives,
We hereby attach the official objection of MABCO Constructions SA, addressed to the Ministry of Infrastructure and Energy, regarding the procedure initiated for the early termination of the Concession Contract for Vlora International Airport.
MABCO disputes the Ministry's claims and argues that the premature termination of the Contract is unfounded, since a substantial part of the circumstances that have prevented the completion of the project were not caused by the investor. On the contrary, the company documents that for months it has notified the Albanian institutions about the blockage of works, the obstruction of access to the construction site, the conflict created in the administration of the concession company and the consequences that these developments were bringing to the progress of the project.
In its objection, MABCO indicates that it has addressed the MEI with more than 90 letters, requesting the intervention of the Contracting Authority to restore legality and the normal continuation of the project.
The company also refers to the Supreme Court decision of May 26, 2026, as well as a number of other decisions and institutional developments that, according to it, prove that the obstacles to the implementation of the project cannot be attributed to MABCO.
"The consequences of a situation that MABCO has been warning about for months and for which it has repeatedly requested the intervention of institutions cannot be used today as a reason for terminating the Contract. The State cannot fail to act when it is asked to guarantee the implementation of the Contract and then attribute the consequences of this failure to the investor," is the position of MABCO Constructions SA.
Our company also emphasizes that, despite the obstacles, it has continued financing and efforts to complete the project, contracting international airport expertise, equipment and services necessary for the certification and operation of the airport.
The document argues that MABCO has taken concrete and ongoing measures to accelerate the project even in the face of the created deadlock.
MABCO has requested the Ministry to address the dispute through good faith negotiations, according to the mechanisms of the Concession Contract, proposing their development within 15 working days and no later than August 31, 2026.
From this moment on, in order to ensure full transparency towards the public, MABCO Constructions SA will make public official communications with Albanian state institutions related to this issue.
For a project of this public and economic importance, the company believes that public opinion should have the opportunity to familiarize itself not only with the parties' statements, but also with the documents and facts on which they are based.
