Companies increased profits by 22% due to the increase in the cost of compulsory

Insurance companies increased profits from compulsory vehicle insurance last year.

Data from the supervisory report by the Financial Supervisory Authority (AMF) show that the technical account balance for the third-party motor liability insurance product was profitable at the value of 1.26 billion lek or about 13 million euros. The profit from this product increased by 22% compared to the previous year.

Mandatory TPL insurance brought in 40% of the net profit of the Non-Life insurance market last year.

The increase in profits came from the expansion of gross written premiums and earned premiums, while the claims/premium and expenses/premium ratios declined.

The net claims/premium ratio decreased to 41.45%, from 42% in 2024. Meanwhile, the ratio between insurance costs and claims also decreased to 24.74%, from 26.7% a year earlier.

Starting from the beginning of last year, the implementation of the AFSA regulation "On the determination of risk factors included in the calculation of the premium for compulsory insurance products in the transport sector" began.

The regulation provides that, in calculating the insurance premium, companies must apply several key risk factors, such as the history of claims, including cases where the cause of the accident is not listed in the insurance policy; the engine power of the vehicle; the age of the insured; experience in driving a motor vehicle; use of the vehicle by an entity or an individual; the vehicle's registration district; and the age of the vehicle.

The application of differentiated premiums on these risk factors led to an increase in the average insurance premium by 6% compared to 2024. The increase in the average premium is estimated to have played a significant role in increasing the profits of the insurance market from this product.

Compulsory motor insurance has a very high share in the structure of gross written premiums in Non-Life insurance. For 2025, domestic TPL insurance brought more than 58% of the gross written premiums of this market. Together with the Border Policy and the Green Card, compulsory motor products accounted for almost 69% of gross written premiums. Consequently, the profit of these products also has a determining importance in the performance of the total market result.

According to data from the Financial Supervisory Authority (AMF), the total profit of the Non-Life insurance market last year reached 3.14 billion lek or 32.4 million euros. Compared to the previous year, the profit of Non-Life insurance companies increased by 56%.
