While from the summer of this year, cadastral services are only offered online, the process of digitizing maps and legal property data is still far from over. The government anticipates that the digitization processes of maps and legal property data will last until 2026
In the newly approved document in the framework of membership in the European Union, the Council of Ministers has approved clear deadlines for the completion of some digitization processes of the institution itself, which seem to be far from being completed at present. "The State Cadastre Agency ensures the completion of the digitization of legal data by 2026", states the government document. While the process of digitizing cadastral maps seems to be far away, given that the Council of Ministers foresees "Completion of map digitization by 2026".
While even more distant is the process of registering the properties of unregistered properties, which does not seem to happen before four years. "The completion of the first registration of unregistered property until 2028", the document of the Council of Ministers determines.
Further, the Government determines the full Digitization of the property registration process by 2030 based on efficient and digitized internal business processes.
The deadlines are distant, despite the fact that the full Digitization of real estate cards and maps has been the main priority of the Cadastre for this year. Only for 2023, she has worked on two projects, the first funded by the Government and the second by the European Union. In the internally financed project, it is expected to digitize the cadastral data for 3.18 million immovable properties. In parallel, the scanning of 2.1 million real estate files will be performed.
The complete digitization of real estate records seems to be the main priority of the Cadastre for this year. The government has approved the budget of the State Cadastre Agency, where it has provided for this process a fund of about 5 million dollars. The total budget for the Cadastre will be around 50 million dollars.
In the Government's decision, it is underlined that it is expected that through this process the cadastral data for 3.18 million immovable properties will be digitized. In parallel, the scanning of 2.1 million real estate files will be performed.
Meanwhile, these funds will not be the only ones that will be used for this purpose. The Albanian Cadastre has long since started a massive digitization process of maps with the support of the European Union.
On the other hand, the European Union, through the "EU Property Rights" Project, financed by IPA funds, is committed to financing the process of scanning real estate cadastral maps. Both of these complementary processes will realize the complete digitization of cadastral data on real estate, paving the way for systematic improvement and correction of errors and deficiencies on these data inherited over the years, which directly affect the quality of services to citizens as well as in the development of the real estate market.
The State Cadastre Agency conducts a risk assessment and adopts an anti-corruption integrity plan for the Agency, including measures for transparency and efficiency until 2024.
Strengthening legal security and legitimate expectations for citizens and business, as well as the effective enjoyment of the fundamental right to property, the State Cadastre Agency ensures:
– Completing the digitization of legal data by 2026;
– Completion of map digitization by 2026;
– Completion of the first registration of unregistered property by 2028;
– Complete digitization of the property registration process by 2030 based on efficient and digitized internal business processes;
– Data accuracy checks and data correction performed periodically.
