SPAK has completed the investigation into Eugert Sinon , arrested in October 2025 after the discovery of an arsenal of weapons in a van on "Myslym Shyri" street. The Special Prosecution accuses him of being the leader and financier of a group of 

 In October 2025, when he was arrested, Sino denied any connection to the weapons discovered in his van, claiming he had no knowledge of who had placed them there.

But, a year later, SPAK concluded that he had the role of the leader and financier of the criminal activity.

According to the announcement of the Special Prosecution Office, the investigations resulted in the fact that Eugert Sino, in collaboration with other persons, had obtained 5 long guns or sniper rifles, 6 automatic weapons, 12 pistols, 17 rifles, 4 gun barrels and 7820 combat cartridges of various calibers.

Expertise has confirmed that the weapons and ammunition were in good technical condition and could be used for shooting.

Arsenal in the van camouflaged as "Gen 2"

Eugert Sino was arrested in late October 2025, during the police operation codenamed “The Van.” The arsenal was discovered in a van with the license plate AB 911 UB, which had been parked for about a month in a secondary alley near “Myslym Shyri” street in Tirana.

The vehicle was camouflaged as a road maintenance van, with orange and yellow colors, the inscription "Road Maintenance", the logo of the company "Gener 2" and a canopy on the top.

At the time, police reported seizing 23 firearms, a silencer, around 15,000 rounds of ammunition, handcuffs, uniforms similar to those of the State Police, remote detonation devices, GPS tracking devices, and wave jammers.

During questioning, Sino denied any connection to the arsenal, claiming that other people could have hidden the weapons in his van, which was parked near the apartment.

The suspected connection with Aurel Hoxha

At the time of his arrest, Eugert Sino was suspected of being part of the criminal group of Aurel Hoxha, the owner of the "Monopol" bar on "Myslym Shyri" street, who was wanted by SPAK.

According to the same sources, Sino was listed in documents as employed as a bartender by Aurel Hoxha.

The latter is accused by SPAK of having ordered the murder of Klevis Lleshi, one of the five murdered men of the Lleshi tribe, as part of a feud that, according to reports, began in 2012, after the murder of Hoxha's brother in England.

Në atë kohë, hetuesit dyshonin se armët e zbuluara në furgon ishin trafikuar nga disa shtete, duke kaluar tranzit përmes Kosovës, dhe se do të përdoreshin për ngjarje kriminale nga grupe që vepronin në Tiranë, Laç dhe Burrel.

SPAK ndan dosjen, vijojnë hetimet për bashkëpunëtorët

Prokuroria e Posaçme e akuzon Eugert Sinon për mbajtje pa leje dhe prodhim të armëve, armëve shpërthyese dhe municioneve, në bashkëpunim në kuadër të një grupi të strukturuar kriminal, si dhe për drejtimin e këtij grupi.

Ndërkohë, për identifikimin e personave të tjerë të përfshirë në këtë veprimtari, SPAK ka ndarë aktet e dosjes dhe ka regjistruar një procedim të ri penal, me numër 203/1 të vitit 2025.

Hetimet janë zhvilluar në bashkëpunim me autoritetet e drejtësisë në Kosovë, strukturat e Policisë së Shtetit dhe Byronë Kombëtare të Hetimit.

Kërkesa për gjykimin e Eugert Sinos është dërguar në Gjykatën e Posaçme të Shkallës së Parë.

Njoftimi i plotë i SPAK:

Prokuroria e Posaçme kundër Korrupsionit dhe Krimit të Organizuar përfundoi hetimet dhe ka dërguar në Gjykatën e Posaçme të Shkallës së Parë kërkesën për gjykimin e procedimit penal nr. 203 të vitit 2023, në ngarkim të të pandehurit:

1. Eugert Sino, i akuzuar për kryerjen e veprave penale:

“Mbajtje pa leje dhe prodhim i armëve, armëve shpërthyese dhe i municionit”, në automjete, në mjedise publike, si dhe në sasi të mëdha, pa lejen e organeve kompetente shtetërore, kryer në bashkëpunim, në formën e veçantë të bashkëpunimit, atë të grupit të strukturuar kriminal, të parashikuar nga nenet 278/1/2, 28/4 të Kodit Penal, në lidhje me nenin 334/1 të Kodit Penal “Kryerje e veprave penale nga organizata kriminale ose grupi i strukturuar kriminal”

“Mbajtje pa leje dhe prodhim i armëve, armëve shpërthyese dhe i municionit luftarak”, kryer në bashkëpunim, në formën e veçantë të bashkëpunimit atë të grupit të strukturuar kriminal, pa lejen e organeve kompetente shtetërore,  të parashikuar nga nenet 278/3, 28/4 të Kodit Penal, në lidhje me nenin 334/1 të Kodit Penal “Kryerje e veprave penale nga organizata kriminale ose grupi i strukturuar kriminal”

“Grupi i strukturuar kriminal”, parashikuar nga neni 333/a/1 i Kodit Penal, në formën e drejtimit.  

Nga tërësia e hetimeve të kryera ka rezultuar e provuar se i pandehuri Eugert Sino, në bashkëpunim me disa persona të tjerë, kanë arritur të sigurojnë një sasi të konsiderueshme armësh zjarri; 5 armë të gjata/sniper, 6 armë automatike, 12 pistoleta, 17 krehër të tjera, 4 tyta armësh, si dhe sasinë prej 7820 copë fishekësh luftarakë të kalibrave të ndryshme. Sipas akt- ekspertimeve respektive ka rezultuar se armët e zjarrit dhe municionet luftarake janë në gjendje të rregullt teknike dhe mund realizojnë qitje.

Në përfundim të hetimeve është konkluduar se i pandehurit Eugert Sino, ka pasur rolin e drejtuesit dhe financuesit në këtë veprimtari të paligjshme kriminale.

In order to identify the defendant's associates, we proceeded with the separation of criminal proceedings no. 203 of 2025, the numbering of the new criminal proceedings, no. 203/1 of 2025, and the continuation of the investigations into the commission of the elements of the following criminal offenses:

“Unauthorized possession and production of weapons, explosive weapons and ammunition”, in vehicles, in public places, as well as in large quantities, without the permission of the competent state bodies, committed in collaboration in the special form of collaboration, that of a structured criminal group, provided for by Articles 278/1/2, 28/4 of the Criminal Code, in connection with Article 334/1 of the Criminal Code “Commitment of criminal offenses by a criminal organization or a structured criminal group”;

“Unauthorized possession and production of weapons, explosive weapons and combat ammunition”, committed in collaboration, in the special form of collaboration, that of a structured criminal group, without the permission of the competent state bodies, provided for by Articles 278/3, 28/4 of the Criminal Code, in connection with Article 334/1 of the Criminal Code “Commitment of criminal offenses by a criminal organization or a structured criminal group” and

"Structured criminal group", provided for by Article 333/ai of the Criminal Code.

The investigations were carried out in close cooperation with the Kosovo justice authorities, the investigative structures of the Criminal Police Department of the State Police, as well as the National Bureau of Investigation.
