An interesting coincidence between the Llogara Tunnel and Vlora Airport
Edi Rama, Behgjet Pacolli and Belinda Balluku

1. Arben Ahmetaj accused Belinda Balluku on SYRI TV of having increased the value of the Llogara tunnel by 50 million euros (from 140 million to 190 million) and according to him, a consortium of Turkish firms (the A+B company) pocketed this amount, while the works continued to be carried out by the Albanian company Gjoka.

The data suggests that BKT was used as a financial instrument for the repayment of Turkish firms in Llogara (with budget money).

2. Treasury data unequivocally confirms what Ahmetaj says, it turns out that in the period January-December 2022, this amount was transferred to the Turkish consortium of Llogara.

3. In September 2022, on the other side of the mountain; at Vlora airport another Turkish company (company C) that had carried out works, sells 40% of its shares to Macabo and Behgjet Pacolli, but the contract signed in September 2022 was registered at the Central Bank only on December 29, 2022. Fixed at the end of December, the last payment for the Llogara tunnel was also issued.

4. Three months later, the airport concession company VIA presents itself to BKT and secures a loan of just under 50 million euros.

So, in simple terms; Ahmetaj accuses Balluku of giving A+B companies around 50 million euros in Llogara with a single stroke of his pen. After this transfer was made in December 2022, several other Turks withdrew from the airport and after three months Pacolli-Ademi went knocking on BKT to secure a 50 million euro loan.

Mah... coincidence maybe; because if it's not like that, it's because Balluku got a 40% stake in Vlora Airport with the money he stole from the Llogara Tunnel.
