The extraordinary summit of Arab and Islamic countries that begins today in Doha is not just an emergency meeting, it is a referendum on the regional order.

The Israeli attack on the capital of Qatar has struck a key ally of the United States and shaken several fragile balances: American credibility, normalization, the role of mediator, and the Palestinian perspective.

The Emir of Qatar, Al Thani, has held meetings with President Donald Trump and US senators to obtain guarantees and strengthen the legitimacy of the summit.

Planned strikes, alliance with the US under test

Israel's security is increasingly based on a "planned strike for escalation" strategy, building up its force levels while preparing for the outright annexation of the West Bank.

On the other hand, the United States faces a dilemma: risk losing the trust of its Arab partners if it does not restrain Israel, or weaken Israel without directly supporting its aggression.

Doha will reveal whether Washington was informed of the Israeli attack, or whether it tacitly approved the actions. In any case, American credibility appears challenged.

Palestinian perspective at a turning point

With an Israeli government that believes in war in the name of "a sacred mission" and Netanyahu ruling out the existence of a Palestinian state, the attack on Qatar makes any deal costly.

The Emirates may not break Abraham's agreements, but the relationship will never be the same.

Gaza remains the most sensitive political "explosive", any Israeli attack threatens to become a turning point for relations with the Arab world. The UN resolution "New York Declaration" aims to create the ground for the recognition of a Palestinian state.

Doha's political activism

Despite the divisions among the Gulf countries, the agenda of this important meeting will not change.

It is urgent to establish rules for the defense of the region. No military response is expected, but political and symbolic measures, withdrawal or suspension of ambassadors, economic restrictions and new activation to increase the political cost in the event of a violation of sovereignty.

Meanwhile, Cairo plans to create a joint Arab force.

Doha will not respond militarily, but if it manages to channel its indignation into concerted action, Israel will be forced to count the cost of any attack. Otherwise, the Middle East could enter a permanent phase of uncertainty.
