The abuse scheme in the Fier municipality is revealed/ How the former deputy

The Fier Prosecutor's Office has made an official announcement regarding the security measures issued for 4 officials or former officials at the Municipality of this city.

The announcement states that the former Deputy Mayor of Fier Municipality, Adela Hysenaj, acting as Director of the General Directorate of Taxes and Urban Planning in Fier Municipality, using her position, in five episodes, has exercised illegal influence on the Director of the Directorate of Taxes and Local Tariffs of Fier Municipality, in order for the latter to issue certificates for the payment of obligations and calculate local taxes and tariffs below the determined value.

The prosecution reports that Hysenaj has not taken the necessary measures to install fiscal equipment in the parking lots of the Fier Municipality and as a result of its inaction, the value of the income generated for which no tax was paid is 40,912,640 lek and the evaded tax liability is high.

Prosecutor's Office Announcement:

The Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier has primarily registered criminal proceedings no. 68 of 2025 for the criminal offenses of "Exercising illegal influence over persons exercising public functions" and "Abuse of office", provided for by articles 245/1 and 248 of the Criminal Code.

From the investigations so far, where special investigative methods have also been used, it results that:

The person under investigation, Adela Hysenaj , acting as Director of the General Directorate of Taxes and Urban Planning in the Municipality of Fier, using her position, in five episodes, has exercised illegal influence on the Director of the Directorate of Taxes and Local Tariffs of the Municipality of Fier, in order for the latter to issue certificates for the payment of duties and calculate local taxes and tariffs below the determined value.

Also, the person under investigation AH did not take the necessary measures to install fiscal equipment in the parking lots of the Fier Municipality and as a result of her inaction, the value of the income generated for which no tax was paid is 40,912,640 lek and the evaded tax liability is high.

The person under investigation, Anisa Cjapi,  acting as Director of the Directorate of Local Taxes and Tariffs in the Municipality of Fier, has issued invoices for taxes and tariffs above the real value, for certain entities, the value of which has changed after the entities' complaints, in some cases decreasing beyond the provisions of the decisions of the Fier Municipal Council. Also, in function of the duty, the person under investigation has not taken any measures regarding the fiscalization of vehicle parking points that are under the administration of the Municipality.

The person under investigation,  Martin Dodi,  acting as Secretary General of the Municipality of Fier, has exerted illegal influence on the person under investigation, AC, acting as Director of the Directorate of Local Taxes and Tariffs in the Municipality of Fier, in order to reduce the value of the obligations that citizen AM, a private entity, would later pay.

The person under investigation,  Vasil Ceku,  acting Director of the Local Directorate of Tax Control, Southern Region, with an order issued by him in May 2024, forced tax inspectors to conduct an inspection of a commercial entity, without having a prior work order from the General Directorate of Taxes.

After the inspection was completed, the person under investigation did not complete the legal procedure to request a re-inspection at the General Directorate.

It also turns out that the awareness campaign was not supervised by the person under investigation, as no other entity was checked. The procedure followed in the 2024 check contradicts the procedure followed in 2025.

Following the procedural actions, the Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier has submitted to the First Instance Court of General Jurisdiction in Fier the request for the imposition of security measures against the persons under investigation AH, AC, MD, V.Ç.. The First Instance Court of General Jurisdiction in Fier has accepted the Prosecutor's Office's requests, deciding:

Assigning the personal security measure "House arrest" to the person under investigation AH, suspected of committing the criminal offenses "Exercising illegal influence over persons exercising public functions" and "Abuse of office", provided for by articles 245/1 and 248 of the Criminal Code.

The assignment of the personal security measure "House arrest" and the prohibitive measure "Suspension of the exercise of a public duty or service" against the person under investigation V.Ç., suspected of committing the criminal offense "Abuse of office" provided for by Article 248 of the Criminal Code.

Assigning the personal security measure "Suspension of the exercise of a public duty or service" to the person under investigation AC, suspected of committing the criminal offense "Abuse of office" provided for by Article 248 of the Criminal Code.

Assigning the prohibitive measure "Suspension of the exercise of a public duty or service" and the personal security measure "Prohibition of leaving the country" to the person under investigation by the Ministry of Justice suspected of committing the criminal offense "Exercising unlawful influence over persons exercising public functions" provided for by Article 245/1 of the Criminal Code.

In the following, the Prosecutor's Office at the First Instance Court of General Jurisdiction in Fier expresses its full commitment and the legal responsibility of all state employees or public servants who commit criminal offenses against state activity.
