The President of the European Commission, (EC) Ursula von der Leyen, on the eve of the Summit of the Berlin Process for the Western Balkans (BP) that takes place today (October 16) in Tirana, declared that "enlargement is at the top of all the priorities of EU. We want our partners, our neighbors, to become part of us to complete the European Union".
"This is in our interest because in this way the EU will be given weight, strength, capacity to act and will make Europe bigger, bolder, stronger in a world that is changing so fast and so much", she emphasized in Tirana, at the joint press conference with Prime Minister Edi Rama, held on Sunday evening (15.10). Prime Minister Rama said that among the topics of the conversation with the President of the EC was "the necessity of a common walk of all the countries of the region, using all the capacities of the Berlin Process."
Investment plan for bringing the economy closer to the EU
Regarding the convergence, the rapprochement of the economies of BP with that of the EU, which is expected to be the headline of the Berlin Process Summit in Tirana, she appreciated the contribution that the EU Investment Plan for BP, launched 3 years ago, is making, with a value of 30 billion euros. "In Albania, with this plan, 1.4 billion euros have been mobilized in very important projects such as the Fierza Hydropower Plant, the railway connection with Montenegro through corridor 10," said EC President Ursula von der Leyen.
The President of the EC, Ursula von der Leyen, evaluated Albania's progress towards EU rapprochement. "Our common objective is to open the negotiations for the group-chapters of the basic parts as soon as possible, by the end of the year. Albania's path towards the EU is taking shape. It is moving successfully to become a part of the EU, it has already achieved a lot and the process of analyzing the legislation, "screening", is proceeding without problems," stressed Ursula von der Leyen.
The new EU growth plan for BP
The President of the EU, Von der Leyen, described this plan as a "new phase of actions that, if properly implemented, is expected to double the size of Albania's economy within this 10-year period and encourage convergence with the economy of EU. In certain areas, Albania will have access to the EU single market, but for this reforms are necessary and the reforms will be accompanied by investments, so that the door opens for our market, for the common regional market of the BP countries. , she emphasized.
The financing of the new Growth Plan is conditioned by the reforms
In response to the question of DW, Tirana regarding the criteria for benefiting from the financing of the Growth Plan from each country of the Western Balkans, President von der Leyen said that "the growth plan seeks to bring incentives to accelerate and use this particular moment of this situation to benefit everyone. Reforms are necessary, which should be done as soon as possible so that the benefits they bring come as soon as possible. The idea is to provide incentives for these reforms. And with reforms come investments."
"There will be new trade corridors, more opportunities for business on the one hand and on the other hand demands for reforms in certain places of BP. Investments will come specifically to support these reforms and this is the essence of the growth plan," explained the President of the European Commission, Ursula von der Leyen.
Meanwhile, Prime Minister Edi Rama, to DW's question about what the government led by him will do to obtain funding from the new Growth Plan for BP, answered that the tasks must be completed within the country. "This plan is a new funding opportunity. We need to do our homework as best we can to get as much funding as possible. In this sense, this plan is a very positive incentive, a very great innovation that comes from the geopolitical spirit of the EC. It will help us make even more efforts if the EU seeks and encourages the Berlin Process to materialize within the perimeter of our countries as a process where the 4 freedoms increase: the movement of people, capital, goods and services. If he says "you can have more access to the common market", we should forget that we can go to the common market without fulfilling our duty here, in relation to the region.
