Building a private house in rural areas or auxiliary infrastructure in the field of agro-tourism will now be even easier. At the last meeting of the Consultative Council between the Central Government and Local Self-Government, the mayor of Tirana, Erion Veliaj, in his capacity as the chairman of the Association for Local Autonomy, proposed easing the procedures for issuing construction permits for some categories, coming helping not only the citizens in the villages, but also the local economies and tourism.
Veliaj said that this is a concern of all local units, regardless of political beliefs.
"It is very important that we hold this Consultative Council, as an opportunity for cooperation between local authorities and our government. I believe that I speak on behalf of my colleagues in the opposition because it does not matter if the apartment is in Kavajë, in Tirana, in Kukës or in Fushë Arrëz, it is a house in the village and requires the same mountain of papers, the same architect, the same license , the same key to access the electronic system, as a hotel in Qerret or Tirana, or as a hotel in Vlora and Saranda. It is a very big problem, it requires a tremendous amount of work. The procedure for permission is the same, as for a house in the countryside, as for a large infrastructure in the city, an iconic hotel, so I believe that we are at the ideal moment to address the issue", said Veliaj.
In recent years, Tirana has known a tourist boom, multiplying the number of tourists who choose to visit the capital and its surroundings. In order to support this increase in tourism, the mayor stated that it is necessary to have simpler procedures for building permits for infrastructure in the field of agro-tourism.
"Another issue, which I'm glad is being addressed today, has to do with the permit system, now not for houses, not for hotels, not for public works, but for agritourism. Today we have an extraordinary anomaly, where the AZHBR and the Ministry of Agriculture are ready to invest and help citizens who invest in agritourism, meanwhile the permit and the permit procedure, either for a stable, or for a guesthouse, or for a 'bed & breakfast' is just like any other. Our proposal is to facilitate these procedures, as we are facilitating the houses of the village, the surrounding walls, so the infrastructure that is required to be equipped with a permit for the effect of AZHBR funds, which are mainly accommodation structures, is also facilitated", emphasized Veliaj.
The Mayor also focused on public works, which due to the current legislation, bring not only complications in the project, but also delays in implementation. He expressed the need for the procedures to be eased for public works that benefit the community.
"We have a super load not only with the structures in the village, but also for permits with our public works. It doesn't matter if the municipality is run by the left or the right. It means that, to make a school, we have to go through the same procedure as someone who is making a palace for profit. For example, the "Sami Frashëri" school was there before the buildings around it were built. Since it was damaged by the earthquake, permit procedures are now required to keep the distance from the buildings, while it is the buildings that have come behind the school. If a school is to be rebuilt from scratch, applying the current building permit criteria, it follows that the new school must be much smaller than the old one. That's why we encountered some anomalies", said Veliaj.
Referring to these problems, the mayor brought several cases in Tirana, where public investments have been delayed as a result of legal obstacles. "We have a situation in Tirana where we cannot give ourselves permission to do work in the Sharra cemetery because a judge has given a security measure to a villa, which is inside the plot of the cemetery. Practically, the system cannot generate a permit if 100% of the property has not been cleared. I told you some of these quirks because I'm sure every mayor has a mountain of quirks of his own. If this permit work is made easier for us and if the front part of the property is free, for the construction site to continue, we are not holding entire communities hostage. A trial cannot hold hostage the entire development of that community because we lose precious time and also lose the financial cycle by which these acts are carried out", said Veliaj.
The Minister of State for Local Government, Arbjan Mazniku, assured that these changes are part of a larger package, which aims to ease the lives of citizens.
"The combination of the two VKM, 408 and 283, will greatly simplify the granting of permits, not only for constructions, i.e. surrounding walls, retaining walls, roofs, type houses, but also for livestock facilities, massively simplifying the process. The first step is this VKM 283. Also, this whole package is also related to the control and discipline of constructions under construction, which is also related to this element by facilitating the way the works are controlled or disciplined. Today we have the first part of a package, which aims as a whole to simplify the process of obtaining permits, especially when we talk about individual permits for houses that people need, house extensions, retaining walls, perimeter walls or constructions with livestock and agricultural function", declared Mazniku.
