Taxis at the airport remain a monopoly, the decision of the Competition

On May 24, the Competition Commission, through an official decision, ordered the concessionaire company of Tirana Airport to allow unconditional access to all companies offering taxi service from and to this airport.

From the evaluation of the information during the monitoring of the taxi service market for travelers from and to the Tirana International Airport, it was found that, in the external arrivals area of ​​the Tirana International Airport, through a signal board, access is not allowed to other licensed entities to provide taxi service for travelers from the airport to Tirana. This access is allowed only for taxis of the company Auto Holiday Albania.

Based on Article 44 of the Law "On the Protection of Competition, referring to the behavior of the company Tirana International Airport in the taxi service market for travelers from and to the International Airport of Tirana, the Competition Commission assessed the existence of an emergency case, due to the risk of committing of serious and irreparable damage to competition in this market.

For these reasons, the Competition Commission decided to take a temporary measure against the company Tirana International Airport. The commission ordered unconditional access to all companies that offer taxi service from and to Tirana International Airport, as well as the removal of the sign " Taxi without passengers is prohibited ", which prohibits the provision of this service.

In case of non-implementation of the decision on the temporary measure, the company Tirana International Airport will be fined up to 10% of the annual turnover for a serious violation of competition.

Despite this decision, the situation in the area of ​​arrivals at Tirana Airport remains the same. In the space in front of the arrivals area at the Aeroportiti terminal, the only taxis that are allowed to park and wait for passengers are those with the Auto Holiday Albania logo.

Other taxis that wish to provide passenger transportation service from Tirana Airport to other destinations must wait outside the beam that limits the parking spaces. Taxi drivers of other licensed companies state that they are not allowed to wait for passengers in front of the terminal.

Më herët, me vendimin e datës 11 maj, Komisioni i Konkurrencës pati vendosur hapjen e procedurës së hetimit paraprak ndaj ndërmarrjes Tirana International Airport në tregun e shërbimit taksi për udhëtarë nga dhe drejt Aeroportit Ndërkombëtar të Tiranës, mbështetur në të njëjtën problematikë.

Tirana International Airport është kompania që operon me koncesion aerportin ndërkombëtar të Tiranës, që prej vitit 2004. Në vitin 2020, kompania koncesionare u ble nga grupi shqiptar i biznesit Kastrati Group, për 71 milionë euro. Vitin e kaluar pronësia u transferua me një kontratë shitjeje prej 45 milionë eursh tek Kastrati Aviation Holding, kompani me të njëjtin pronar si Kastrati Group.

Ky koncesion dhe ndërmarrjet e tjera që ofrojnë shërbime të lidhura me të kanë qenë disa herë objekt i hetimeve të Autoritetit të Konkurrencës.
