SPAK rejects the request of the monitoring mission of the EC Congress of Local

The Special Prosecution Office SPAK has rejected the request of the monitoring mission of the Congress of Local Authorities of the Council of Europe to meet with the Mayor of Tirana, Erion Veliaj.

The EC mission visited Albania on November 17-19 and requested a meeting with Veliaj at the Durrës Penitentiary Institution, where he has been held in detention since February 2025, to learn about his situation.

On the other hand, during its two-day stay in Tirana, the monitoring mission held several meetings with Albanian institutions and was also received by the Ombudsman and the Constitutional Court of Albania.

During the meeting with the Constitutional Court, according to the media release, there was a wide discussion regarding the Albanian legal framework regarding local governance and autonomy, as well as cases when the Constitutional Court has been put into motion, which have mainly had as their object of review the resolution of the conflict of competences between central and local government bodies, the control of the constitutionality of laws, as well as individual complaints in cases of dismissal from office of mayors of municipalities and communes, such as the case of the dismissal of Mayor Veliaj.
