The number two of the Fier Police, Oliger Torba, is awarded the ARI medal by the
Oliver Torba.

The number two of the Police in Fier is decorated with a Gold medal, while the Chief of Police of Lezha is decorated with a Silver medal.

These assessments were given by the University of Tirana to two employees of the State Police, Director Altin Mena and Chief Commissioner Oliger Torba .

"Executive Master in Criminology" is the profile pursued by the two police officers, finalized with a medal.

At this ceremony held at the premises of the General Directorate of the State Police, General Director Ilir Proda and the Rector of the University of Tirana, Artan Hoxha, emphasized the importance of pursuing higher education and specialized training for Police employees.

Through their words, it was underlined that investing in knowledge constitutes a strong pillar for increasing professionalism, strengthening integrity, and providing a better quality service to citizens.

The evaluation of the two Police leaders was considered an inspiring example of the multidimensional commitment of the officers, who, in addition to their duties, continue to contribute to academic and institutional development.

Police announcement:

The University of Tirana awards Gold/Silver Medals in the "Executive Master in Criminology", to 2 Police officers, Director Altin Mena and Chief Commissioner Oliger Torba.

On this occasion, the General Director of the State Police, Major General Ilir Proda, praised and encouraged the 2 Police employees, with current duties, respectively Director of the Lezha Local Police Directorate and Deputy Director for Crime Investigation at the Fier Local Police Directorate, through a joint ceremony with the University of Tirana, represented by the Rector, Mr. Artan Hoxha.

In his speech during the ceremony organized at the premises of the General Directorate of the State Police, Director Proda said:

"Honorable Rector of the University of Tirana, honorable professors, honorable colleagues, and you graduates,
It is a pleasure to be together today, at this ceremony that marks not only the academic achievement of our two officers, but also another important step on the path of modernization and civilization of the State Police.
As we have announced, at the Security Academy, this year, for the first time, for Police employees, the Master of Science program "Public Security and Criminal Investigation" was opened, and the quotas were increased from 100 last year to 150 this year for graduates for the Faculty of Security and Investigation, and 50 quotas for Police employees for the first leadership role, in order to increase professional capacities through education and training.

Ne jemi krenarë kur oficerët tanë, qoftë ata që vijojnë masterin në Akademinë e Sigurisë apo për gradën “Nënkomisar”, por edhe ata që vijojnë studimet në universitetet e vendit, krahas përmbushjes së detyrës, vijojnë rrugën e dijes dhe investojnë tek vetja për t’u bërë më të aftë dhe më të përgatitur për sfidat e kohës.
Kjo iniciativë dhe përpjekje për ta hapur Policinë e Shtetit janë dëshmi e seriozitetit tonë si institucion dhe e standardeve që ndërtojmë çdo ditë.
Ju falënderoj zoti Rektor, për iniciativën për këtë ceremoni të përbashkët, përgëzoj për rezultatet ekselente 2 kolegët dhe ju uroj suksese të mëtejshme gjithë Policisë së Shtetit në misionin fisnik në shërbim të qytetarëve dhe të ligjit.

Ndërkaq, Rektori i Universitetit, z. Hoxha, ndër të tjera, tha gjatë fjalës së mbajtur në ceremoni:

“Arsimi është një mënyrë e lidhjes së të gjithë shoqërisë, përfshi edhe veprimtarinë e vështirë të Policisë së Shtetit, dhe që edukimi është pjesë e kujtdo që shërben dhe që ajo që konsiderohet edukim i vazhduar, është dhe rezultati i veprimtarisë së çdo institucioni që universitetin, dijen e shikon si një mundësi për më shumë.
34 punonjës policie në një program me rreth 250 studentë, është një pjesëmarrje dhe një vlerësim i posaçëm që është bërë falë dëshirës së individëve por edhe të mbështetjes që ka ardhur nga Drejtoria e Përgjithshme, nga Drejtorët, të cilët e shikojnë si një mundësi më shumë edukimin e vazhduar të funksionarëve të Policisë së Shtetit.
2 Drejtues policie të cilët kanë ndjekur programin, njëri është vlerësuar me medalje ari, tjetri është vlerësuar me medaljen e argjendit në programin e studimit Master në Kriminologji. I bëjnë nder vetes, i bëjnë nder institucionit dhe Policisë së Shtetit, por njëkohësisht i bëjnë nder edhe Universitetit të Tiranës.
Ajo që dua t’ju them si një punonjës i vjetër në drejtësi dhe i ri në arsim, është që të ruani me dinjitet uniformën tuaj, bëni detyrën siç duhet dhe respektin e keni edhe atëherë kur nuk duket. Sepse njerëzit, kur janë në nevojë, thonë “polici”, e kanë sharë dy minuta më përpara, por ky është funksioni që ju keni.
Ju nuk duhet të demoralizoheni nga fjalët; ju thjesht bëni detyrën. Jeni shërbyes, ashtu siç ua them edhe gjyqtarëve, nuk keni ndonjë funksion ndryshe nga të tjerët. I shërbeni atyre të cilët kanë nevojë për ju.”

Gjatë ceremonisë, Kryekomisar Torba, shprehu mirënjohje për vlerësimin me Medalje Ari dhe theksoi:

“Mbështetja e posaçme nga Drejtori i Përgjithshëm për një arsimim të denjë të strukturave të Policisë së Shtetit, na motivon për përmbushjen e detyrave funksionale dhe një shërbim më të mirë për qytetarët. Sërish, faleminderit shumë!”

Drejtues Altin Mena, i vlerësuar nga Universiteti, me Medalje Argjendi, shprehu mes emocionesh:

“I want to express my gratitude and thanks to you and the General Director of the State Police for organizing this ceremony, which will be one of the most impressive for me personally. I also want to thank the entire teaching staff of the Faculty of Law for the commitment, dedication and seriousness with which they delivered this program for us as their students. I also want to emphasize that, through continuous education and training, we are able to provide the most qualitative and professional service to citizens and to serve with integrity the institution where we participate. So I thank you sincerely for organizing this ceremony.”

The evaluation for the 2 employees is proof of the professionalism and multidimensional commitment of the Police employees, with the aim of providing the most worthy service to citizens and guaranteeing effective law enforcement.
